The committee proceeded to the consideration of matters related to committee business.

The Chair presented the Fourth Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your subcommittee met on Friday, October 7, 2022, to consider the business of the committee and agreed to make the following recommendations:

  1. That the meeting of Tuesday, October 18, 2022, be dedicated to the study of clean technologies in Canada.
  2. That the first hour of the meeting on Friday, October 21, 2022, be dedicated to the study of clean technologies in Canada and that members send their prioritized witnesses for this meeting to the clerk no later than 4:00 p.m. on Wednesday, October 12, 2022.
  3. That Brian Masse be invited for the second hour of the meeting on Friday, October 21, 2022, to discuss Bill C-248, An Act to amend the Canada National Parks Act (Ojibway National Urban Park of Canada).
  4. That the meeting on Tuesday, October 25, 2022, be dedicated to the drafting instructions for a report on clean technologies in Canada and the review of the report on fossil fuel subsidies.
  5. That the meeting on Friday, October 28, 2022, be dedicated to Bill C-248, An Act to amend the Canada National Parks Act (Ojibway National Urban Park of Canada).
  6. That the committee commence clause-by-clause consideration of Bill C-248, An Act to amend the Canada National Parks Act (Ojibway National Urban Park of Canada) on Tuesday, November 1, 2022, and that the deadline to submit amendments on this bill be Friday, October 28, 2022, at 12:00 p.m.
  7. That Elizabeth May be invited on Friday, November 4, 2022, to discuss Bill C-226, National Strategy Respecting Environmental Racism and Environmental Justice Act, that the committee commence clause-by-clause consideration of the bill afterwards, and that the deadline to submit amendments on this bill be Wednesday, November 2, 2022, at 12:00 p.m.
  8. That the meetings on the week of November 14, 2022, be dedicated to the review of the report on fossil fuel subsidies.
  9. That, if a witness is unable to attend a meeting due to technical issues identified before or during a committee meeting, the clerk coordinate with designated staff from each party to discuss alternative arrangements for the witness's appearance.

It was agreed, — That the Fourth Report from the subcommittee be concurred in.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, April 26, 2022, the committee resumed its study of clean technologies in Canada.

John Gorman, Oliver James Sheldrick, Bruno G. Pollet and Luisa Da Silva made statements and answered questions.

At 4:14 p.m., pursuant to Standing Order 115(5), it was agreed that the committee continue to sit.

At 4:28 p.m., pursuant to Standing Order 115(5), the sitting was suspended.

At 5:04 p.m., the sitting resumed.

Jamie Kirkpatrick, Al Duerr, Darcy Spady, Jean Létourneau and Graeme Millen made statements and answered questions.

At 5:32 p.m., the committee adjourned to the call of the Chair.
