Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, August 19, 2024, the committee resumed its study on the emergency order for boreal caribou protection under the Species at Risk Act.

Yanick Baillargeon, Bastien Deschênes, Martin Dufour made statements and, with Karl Gauthier, answered questions.

At 12:09 p.m., the meeting was suspended.

At 12:17 p.m., the meeting resumed.

Alain Branchaud, Alice-Anne Simard, Eric Fortin and Caroline Lavoie made statements and answered questions.

Motion

Mario Simard moved, — Given that the Committee advocates a global and integrated approach, and that the protection of any endangered species is closely linked to the protection of the environment and the ability to put forward green strategies to replace fossil fuels with clean energy projects such as wind, biomass, and hydroelectricity.

That the Committee add an additional meeting to the present study to study the potential effects of an emergency decree on the deployment of clean energy projects and on the infrastructures required for the smooth operation of these networks, and that to this end, the Committee invite experts from these different clean energy sectors, such as Hydro-Québec.

Debate arose thereon.

Amendment

Gérard Deltell moved, —

That the motion be amended :

  • by adding after the words “ability of the” the following: “Quebec Government”
  • by adding after the word “hydroelectricity.” the following: “, and that a mobilization of the forestry sector took place in Saguenay-Lac-St-Jean yesterday calling on the federal government to abandon the radical job-destroying decree.”
  • by replacing the words “add an additional meeting to the present study” with the words “add an additional hour to the meetings already scheduled for the present study, in order”
  • by replacing the words “that to this end, the Committee invite experts from these different clean energy sectors, such as Hydro-Québec.” with the words “that the Committee invite Boralex and Hydro-Québec; and, because the Minister of Environment violated the first motion that has already passed to appear in the 7 days requested by the committee, the Committee summon him to appear before this committee for no less than 2 hours, before September 16, 2024.”

Debate arose thereon.

Amendment

Mona Fortier moved, — That the motion be amended by replacing the words “meeting to” with the words “hour to the meetings already planned for”.

The motion, as amended, read as follows:

Branden Leslie moved, — That minister Guilbeault and officials be invited to appear before the committee prior the emergency decree consultation ending on September 15, 2024.
