The committee resumed consideration of the motion of Tony Baldinelli moved on Wednesday, September 25, 2024 which read as follows:
That the committee recommends that the federal government immediately suspend the implementation of CARM, currently scheduled for October 21, 2024, until at least April 2025, and that the system only be brought into use after all concerned industry and union stakeholders can provide another update to the Standing Committee on International Trade that demonstrates their improved confidence and readiness for CARM implementation; and the Standing Committee on International Trade can complete its study on CARM and table a final report containing its observations and recommendations.
Simon-Pierre Savard-Tremblay moved, —
That the motion be amended
- by adding after the words “until at least April 2025” the following: “that a mutually agreed upon independent third party be mandated to define a framework for the successful implementation of CARM”;
- by adding after the words “only be brought into use” the following: “once this third party has deemed the readiness of CARM solution to be adequate, and that”;
- by adding after the words “readiness for CARM implementation;” the following: “and that all the documents requested via motion of the Committee on March 19 and 21, 2024 be received”; and - by adding after the words “its observations and recommendations” the following: “and that the Committee report back to the House on this motion”.After debate, the question was put on the motion and it was agreed to on the following recorded division:

The motion, as amended, read as follows:

Given that
- on March 19 and 21, 2024, the Committee had adopted motions requesting the Border Services Agency to produce, in both official languages, an unredacted copy of several documents concerning the implementation of the CARM system;
- the time allowed to receive these documents has not been respected and the Committee does not have all the necessary information to enable it to make its study in full knowledge of the facts;
- on April 9, 2024, the Committee adopted a unanimous motion indicating that the CBSA had not received the requested documents, and on April 18, 2024, the Committee tabled Report 15 in the House of Commons, in which it is mentioned; and
- as of October 2, 2024, several documents had still not been produced to the Committee, as noted by the CBSA itself in a document received by the Committee on October 1, 2024; and as the committee has not received all the documents requested, the Committee report these matters to the House, so that the House may take the measures it deems appropriate with regard to parliamentary privilege.At 6:20 P.M, the meeting was suspended.
