Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, February 1, 2021, the committee resumed its study of critical minerals and associated value chains in Canada.

The witnesses made statements and answered questions.

The committee proceeded to the consideration of matters related to committee business.

Motion

Mario Simard moved, — That all documents submitted for committee business that do not come from a federal department or that have not been translated by the Translation Bureau be sent for prior linguistic review by the Translation Bureau before being distributed to members.

Amendment

Dane Lloyd moved, — That the motion be amended by adding the words “, a member's office,” after the words “federal department”.

After debate, the question was put on the amendment of Dane Lloyd and it was agreed to on division.

The committee resumed consideration of the motion, as amended, of Mario Simard, — That all documents submitted for committee business that do not come from a federal department, a member's office, or that have not been translated by the Translation Bureau be sent for prior linguistic review by the Translation Bureau before being distributed to members.

After debate, the question was put on the motion, as amended, and it was agreed to.

Motion

Mario Simard moved, — That the clerk inform each witness who is to appear before the committee that the House Administration support team must conduct technical tests to check the connectivity and the equipment used to ensure the best possible sound quality; and that the Chair advises the committee, at the start of each meeting, of any witness who did not perform the required technical tests.

After debate, the question was put on the motion and it was agreed to.

Motion

Mario Simard moved, — That the text of any substantive motion or any motion in amendment of a substantive motion be distributed in writing in both official languages to all committee members before the committee begins debate on such a motion.

After debate, the question was put on the motion and it was negatived on the following recorded division:

YEAS: Mario Simard — 1;

NAYS: Richard Cannings, Yvonne Jones, Paul Lefebvre, Dane Lloyd, Bryan May, Greg McLean, Jeremy Patzer, Maninder Sidhu, Patrick Weiler, Bob Zimmer — 10.
