Cindy Evans and Michael Mills made statements and, with Martin Krumins, answered questions.
Matthew Green moved, — That the department responsible for the National Emergency Strategic Stockpile report back to this committee on the disposal of all personal protective equipment (PPE) including N-95 masks in 2018, 2019, and 2020, and what is the national standard for stockpiling PPE across the country nationally as well as per warehouse.
Debate arose thereon.
By unanimous consent, Matthew Green moved, — That the motion be amended by replacing the words “national standard for stockpiling PPE” with the following: “supply levels in real quantities per item”.

The motion, as amended, read as follows:
That the department responsible for the National Emergency Strategic Stockpile report back to this committee on the disposal of all personal protective equipment (PPE) including N-95 masks in 2018, 2019, and 2020, and what is the supply levels in real quantities per item across the country nationally as well as per warehouse.
Questioning of the witnesses resumed.
It was agreed, — That the documents received by the committee on Wednesday, March 17, 2021, pursuant to the motion adopted on Wednesday, March 10, 2021, be rendered public and published on the committee’s website.
Kelly McCauley moved, — That the committee recall officials from the Treasury Board Secretariat to discuss the documents they provided regarding COVID-19 spending and that the meeting be held no later than Friday, April 23, 2021.
After debate, the question was put on the motion and it was agreed to.

It was agreed, — That the committee undertake a study of the Main Estimates 2021-22, and the Departmental Plans, Main Estimates 2021-22, and invite the President of the Treasury Board, the Minister of Public Services and Procurement, and the Minister of Digital Government to appear.
It was agreed, — That any future documents received by the committee pursuant to the motion adopted on Wednesday, March 10, 2021, be rendered public and published on the committee’s website.
It was agreed, — That, in the context of its study of businesses owned by under-represented groups, members of the committee submit their witnesses electronically to the clerk of the committee, no later than Thursday, April 1, 2021, at 5:00 p.m. (ET).
It was agreed, — That the confidential correspondence discussed by the committee be transmitted to the Procurement Ombudsman and the Public Sector Integrity Commissioner for their consideration.
It was agreed, — That, pursuant to Standing Order 108(3)(c), the committee undertake a study of the procurement practices within Shared Services Canada (Networks, Security and Digital Services Division); and that the committee devote a minimum of three meetings of three hours each and that it invite Shared Services Canada officials and any other witnesses that the committee deems relevant to hear; and that the committee request to receive from Shared Services Canada the report entitled “Network Sourcing Decision Matrix Benchmark – Final Report” dated Monday, January 25, 2021, reference number 33006873, prepared and submitted by Gartner Canada; that this document be translated beforehand and that it be provided to the clerk of the committee in both official languages, in its original, unredacted form, by Wednesday, March 31, 2021.
It was agreed, — That the clerk inform each witness who is to appear before the committee that the House administration support team must conduct technical tests to check the connectivity and the equipment used to ensure the best possible sound quality; and that the chair advise the committee, at the start of each meeting, of any witness who did not perform the required technical tests.
It was agreed, — That all documents submitted for committee business that do not come from a federal department, an MP’s office, or that have not been translated by the Translation Bureau be sent for prior linguistic review by the Translation Bureau before being distributed to members.
At 6:30 p.m., the committee adjourned to the call of the Chair.
