The committee proceeded to the consideration of matters related to committee business.

MOTION

The committee resumed consideration of the motion moved by Heather McPherson on Thursday, February 18, 2021, — That the committee recognizes that, due to failures by the government to ensure adequate supply of vaccines for Canadians through national manufacturing and international procurement, Canada is the only G7 country accessing vaccines through COVAX, an initiative intended to provide vaccines to high-risk individuals in low and middle-income countries.

The committee further recognizes that this failure by the government to secure domestic supply makes Canadians more vulnerable to dangerous variants and extends the detrimental global economic impacts of COVID-19 by delaying vaccinations to high-risk people in poor countries.

Finally, that the committee report this motion to the House.

AMENDMENT

The committee resumed consideration of the amendment moved by Ruby Sahota on Thursday, February 18, 2021 — That the motion be amended by replacing the words “failures by the government to ensure adequate” with the words “global circumstances, the government has faced delays in the” and deleting the words “Finally, that the committee report this motion to the House”

The debate resumed on the amendment of Ruby Sahota.

SUBAMENDMENT

Stéphane Bergeron moved,— That the amendment be amended by replacing the words “global circumstances” with the words “a variety of factors”, and by adding the words “Finally, that the Minister of International Development be invited to discuss this issue with the members of the Committee" after the words “poor countries”

Debate arose thereon.

By unanimous consent, it was agreed, that the subamendment and the amendment, as amended, be adopted.

Debate resumed on the main motion, as amended, which read as follows:

That the committee recognizes that due to a variety of factors the government has faced delays in the supply of vaccines for Canadians through national manufacturing and international procurement, Canada is the only G7 country accessing vaccines through COVAX, an initiative intended to provide vaccines to high risk individuals in low and middle income countries. The committee further recognizes that this failure by the government to secure domestic supply makes Canadians more vulnerable to dangerous variants and extends the detrimental global economic impacts of COVID-19 by delaying vaccinations to high-risk people in poor countries. Finally, that the Minister of International Development be invited to discuss this issue with the Members of the Committee.

Amendment

Robert Oliphant moved, — That the motion be amended by replacing the words “The committee further recognizes that this failure by the government to secure domestic supply” with the words “While the committee recognizes the leadership by the Canadian government in the COVAX initiative, it also has concerns that the limited supply of vaccines in Canada”.

Subamendment

Stéphane Bergeron moved, — That the amendment be amended by replacing the words “While the committee recognizes the leadership by the Canadian government in the COVAX initiative, it also has concerns that the limited supply of vaccines in Canada” with the words “These supply difficulties accentuate the vulnerabilities of Canadians” and deleting the words “makes Canadians more vulnerable”.

It was agreed, — That the committee proceed to other items of Committee Business.

At 4:53 p.m., the sitting was suspended.

At 4:59 p.m., the sitting resumed in camera.

It was agreed, — That the committee hold two one-hour public briefings with officials from Global Affairs Canada on Thursday, March 25, 2021, regarding the current situations in Tigray and Myanmar.

It was agreed, — That the workplan for the study of the granting of arms export permits, with a particular focus on permits granted for exports to Turkey, be adopted.

It was agreed, — That the workplan for segment 3 of the study of vulnerabilities created and exacerbated by the COVID-19 pandemic, as amended, be adopted.

It was agreed, — That the committee hold a briefing session regarding the current situation of Alexei Navalny, at a date and time to be determined by the Chair.

It was agreed, — That the clerk inform each witness who is to appear before the committee that the House Administration support team must conduct technical tests to check the connectivity and the equipment used to ensure the best possible sound quality; and that the Chair advises the committee, at the start of each meeting, of any witness who did not perform the required technical tests.

It was agreed, — That all documents submitted for committee business that do not come from a federal department, Member's offices, or that have not been translated by the Translation Bureau be sent for prior linguistic review by the Translation Bureau before being distributed to members.

At 5:43 p.m., the committee adjourned to the call of the Chair.
