Pursuant to Standing Order 106(4), the committee commenced consideration of the request by four members of the committee to discuss their request to study members’ expenses related to Data Science and NGP VAN.

Motion

Michael Barrett moved, — That, pursuant to Standing Order 108(3)(h)(vii), and in light of recent media reports, the committee undertake a study on conflicts of interest relating to taxpayer-funded contracts with Data Sciences Inc; and that the committee do invite Mr. Tom Pitfield to appear and testify before the committee at a time and date of the Chair’s choosing and no later than seven days following the adoption of this motion.

Debate arose thereon.

At 11:14 a.m., the sitting resumed.

Amendment

Brenda Shanahan moved, — That the motion be amended after the word “That” by adding the words “the issue of contracts related to Data Sciences be referred to the BOIE. That the issue of the CIMS system which facilitates partisan election related actions to be taken from constituency offices and parliament hill offices to determine if they are in compliance with the rules set out by the Board also be referred to the BOIE” .

Debate arose thereon.

A point of order was raised as to the relevance of the debate on the amendment.

RULING BY THE CHAIR

The Chair ruled that the debate must be relevant to the amendment of Brenda Shanahan.

Whereupon, Steven MacKinnon appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:

Subamendment

Patricia Lattanzio moved, — That the amendment be amended by adding after the words “That the issue of the CIMS system” the following: “and all providers of services to members of Parliament, which facilitates partisan election related actions to be taken from constituency offices and parliament hill offices to determine if they are in compliance with the rules set out by the Board also be examined and referred to the BOIE”.

Debate arose thereon.

A point of order was raised by Colin Carrie as to the procedural acceptability of the proposed subamendment.

The subamendment is in order as committees are masters of their own proceedings.

The question was put on the motion and it was agreed to on the following recorded division:
