Pursuant to the Order of Reference of Wednesday, September 23, 2020, the committee resumed its study of Canada-China relations.

The witnesses made statements and answered questions.

At 8:02 p.m., the sitting was suspended.

At 8:06 p.m., the sitting resumed in camera.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the Second Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your subcommittee met on Tuesday, November 17, 2020, to consider the business of the committee and agreed to make the following recommendations:

1. That the committee accept confidential briefs to be distributed to all members of the committee, that the identity of the authors of such briefs be shared only with members of the Subcommittee and that such briefs be destroyed at the end of the session.

2. That the Hon. John McCallum and Robert G. Wright appear on the same panel on Tuesday, November 24, 2020, between 6:30 p.m. and 8:00 p.m. (EST).

3. That the first version of the draft report on the situation in Hong Kong, including recommendations, be distributed to all members of the committee on Thursday, November 26, 2020, and that consideration of this draft report begin on Monday, November 30, 2020.

4. That, subject to the completion of the report on the situation of Hong Kong, the Ambassador of Canada to the People’s Republic of China be invited to appear on Tuesday, December 8, 2020, regarding his recent trip to Tibet and recent issues that may have arisen since his last appearance before the committee.

5. That the parties submit their prioritized list of witnesses with contact information to the Clerk of the committee, no later than 5:00 p.m. (EST) on Friday, December 11, 2020, regarding the study of issues related to national security as they relate to the committee’s mandate, including, but not limited to, cybersecurity and the threat of foreign influence.

It was agreed, — That only the executive summary of the brief “Tibet Brief 20/20 – Calling on the International Community to Course Correct” be distributed in both official languages to all members of the committee.

At 8:38 p.m., the committee adjourned to the call of the Chair.
