Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (A) 2016-17: Vote 1a under Canadian Air Transport Security Authority, Vote 1a under Marine Atlantic Inc., Votes 1a and 10a under Office of Infrastructure of Canada, Votes 1a, 5a, 15a and 20a under Transport and Vote 1a under VIA Rail Canada Inc., referred to the Committee on Tuesday, May 10, 2016.

The Chair called Vote 1a under Canadian Air Transport Security Authority.

Angus Watt, Paul Griffin, Martin R. Landry, by videoconference from Montréal, Quebec, Helena Borges and Yazmine Laroche made statements and with the other witnesses, answered questions.

ORDERED, — That the Chair report Vote 1a under Canadian Air Transport Security Authority, Vote 1a under Marine Atlantic Inc., Votes 1a and 10a under Office of Infrastructure, Votes 1a, 5a, 15a and 20a under Transport and Vote 1a under VIA Rail Canada Inc. to the House.

At 5:00 p.m., the sitting was suspended.

At 5:03 p.m., the sitting resumed.

Pursuant to Standing Order 108(2), the Committee commenced its study of Certain provisions of Fair Rail for Grain Farmers Act.

Motion

Vance Badawey moved, — That the Committee immediately adopt and the Chair present a report to the House of Commons recommending the following;

That, pursuant to subsection 15(1) of the Fair Rail for Grain Farmers Act, the coming into force of subsections 5.1(2), 6(2), 7(2), 8(2), 9(2), 10(2), 11(2) and 12(2) of that Act on August 1, 2016 be postponed for a period of one year; and

That, prior to August 1, 2017, the Committee complete a study on viable options to resolve the aforementioned issue on a longer-term or permanent basis, and that the findings of that Committee study be tabled in the House of Commons for consideration and action by the government.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 0.

The Committee proceeded to the consideration of matters related to Committee business.

On motion of Vance Badawey, it was agreed, — That a proposed budget in the amount of $1,200.00, for the study of Supplementary Estimates (A) 2016-17, be adopted.

Pursuant to Standing Order 108(2) and the motions adopted by the Committee on Monday, February 22, 2016, and on Wednesday, March 9, 2016, the Committee resumed its study of rail safety.

On motion of Luc Berthold, it was agreed, — That, in relation to the study on rail safety, the Clerk or the Committee make the necessary arrangements for a working breakfast on Friday, June 3, 2016 with the town's mayor and councillors, and the warden of Le Granit Regional County Municipality during the Committee's travel to Lac-Mégantic, Québec.

At 5:38 p.m., the Committee adjourned to the call of the Chair.
