Pursuant to Standing Order 108(2), the Committee proceeded to a briefing by the Library of Parliament on the study of the Estimates.

Alex Smith made a statement and answered questions.

At 9:45 a.m., the sitting was suspended.

At 9:53 a.m., the sitting resumed.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the First Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Tuesday, February 23, 2016, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Committee undertake a study of the defence of North America, with an initial focus on the Canadian NORAD Region aerial readiness.

2. That the Committee hold a briefing for a status update regarding sexual misconduct in the Canadian Armed Forces.

3. That the Committee hold a briefing on the ongoing activities of the Communication Security Establishment.

4. That the Committee invite the Chief of Defence Staff for a briefing on current operations.

It was agreed, — That the Committee do now adjourn.

At 10:17 a.m., the Committee adjourned to the call of the Chair.
