The Committee proceeded to the consideration of matters related to Committee business.

The Chair presented the Fourth Report from the Subcommittee on Agenda and Procedure. The Report was concurred in and read as follows:

Your Subcommittee met on Thursday, November 3, 2016, to consider the business of the Committee and agreed to make the following recommendations:

1. That, in relation to the letter to the Chair sent by Michael V. McLeod, Member of Parliament for the Northwest Territories, about the Honourable Robert R. McLeod, Premier of the Northwest Territories, requesting to meet during the week of November 21, 2016, the Chair write back indicating the Committee’s interest in hearing from them about their priorities, but at a later date, perhaps during next year’s Pre-Budget Consultations.

2. That, with respect to Bill C-26, An Act to amend the Canada Pension Plan, the Canada Pension Plan Investment Board Act and the Income Tax Act :

a) the Committee begin a subject matter study of the Bill on Monday, November 14, 2016, if the Bill itself has not yet been referred to the Committee;

b) the Committee invite departmental officials to appear for one hour on Monday, November 14, 2016, from 4:30 p.m. to 5:30 p.m., and invite the Chief Actuary of Canada to appear for one hour on Monday, November 14, 2016, from 5:30 p.m. to 6:30 p.m.;

c) the Committee invite witnesses to appear on the Bill on Tuesday, November 15, 2016, from 3:30 to 6:30 p.m. and on Wednesday, November 16, 2016, from 3:30 p.m. to 5:45 p.m.;

d) if the Bill is referred to the Committee by the House during the subject matter study, all evidence and documentation received in public in relation to its subject matter study of the Bill be deemed received by the Committee in the context of its legislative study of the Bill;

e) the Clerk of the Committee write immediately to each Member who is not a member of a caucus represented on the Committee to inform them of the beginning of the subject matter study of the Bill by the Committee and to invite them to start working on their proposed amendments to the Bill, which they would suggest that the Committee consider during the clause-by-clause study of the Bill, scheduled for Wednesday, November 23, 2016, with the deadline to submit amendments scheduled for Monday, November 21, 2016, at 5:00 p.m. (these two dates pending the approval of the Committee at its meeting on November 14, 2016 and subject to the Bill being referred to the Committee);

f) members of the Committee submit their prioritized witness lists to the Clerk of the Committee no later than 5:00 p.m. on Tuesday, November 8, 2016.

3. That, in relation to Bill C-26, An Act to amend the Canada Pension Plan, the Canada Pension Plan Investment Board Act and the Income Tax Act, the Committee agree to the motion of Steven MacKinnon, presented during the meeting of the Subcommittee on Agenda and Procedure on Thursday, November 3, 2016, which reads as follows: That the Committee, in its consideration of Bill C-26, An Act to amend the Canada Pension Plan, the Canada Pension Plan Investment Board Act and the Income Tax Act, proceed as follows:

a) the Committee proceed with the clause-by-clause consideration of the Bill no later than Wednesday, November 23, 2016, provided that the Chair may limit debate on each clause to a maximum of five minutes per party, per clause;

b) amendments be submitted to the Clerk of the Committee no later than 5:00 p.m. on Monday, November 21, 2016 and distributed to members in both official languages;

c) if the Committee has not completed clause-by-clause consideration of the Bill by 9:00 p.m. on Wednesday, November 23, 2016, all remaining amendments submitted to the Committee shall be deemed moved, the Chair shall put the question, forthwith and successively, without further debate on all remaining clauses and proposed amendments, as well as each and every question necessary to dispose of clause-by-clause consideration of the Bill, as well as all questions necessary to report the Bill to the House and to order the Chair to report the Bill to the House as soon as possible.

4. That, with respect to Bill C-29, A second Act to implement certain provisions of the budget tabled in Parliament on March 22, 2016 and other measures:

a) the Committee begin a subject matter study of the Bill on Thursday, November 17, 2016, if the Bill itself has not yet been referred to Committee;

b) the Committee invite the Minister of Finance and departmental officials to appear for two hours on Thursday, November 17, 2016, from 3:30 p.m. to 5:30 p.m.;

c) the Committee invite witnesses to appear on the Bill on Tuesday, November 22, 2016, from 3:30 p.m. to 6:30 p.m. and that Thursday, November 24, 2016, remain available if a further meeting is requested or required;

d) if the Bill is referred to the Committee by the House during the subject matter study, all evidence and documentation received in public in relation to its subject matter study of the Bill be deemed received by the Committee in the context of its legislative study ofthe Bill;

e) the Clerk of the Committee write immediately to each Member who is not a member of a caucus represented on the Committee to inform them of the beginning of the subject matter study of the Bill by the Committee and to invite them to start working on their proposed amendments to the Bill, which they would suggest that the Committee consider during the clause-by-clause study of the Bill, scheduled for Monday, November 28, 2016, with the deadline to submit amendments scheduled for Thursday, November 24, 2016, at 5:00 p.m. (these two dates pending the approval of the Committee at its meeting on Monday, November 14, 2016 and subject to the Bill being referred to the Committee);

5. That, in relation to the Bill, the Committee agree to the motion of Steven MacKinnon, presented at the Subcommittee meeting on Thursday, November 3, 2016, which reads as follows:

6. That, in relation to the Pre-Budget Consultations in advance of the 2017 budget:

a) if time permits, the Committee convene an in-camera post-mortem meeting before the holiday break to discuss this year’s process;

b) the Committee meet on Wednesday, November 30, 2016, from 3:30 p.m. to 5:30 p.m., to consider the draft report;

c) the Committee meet on Thursday, December 1, 2016, from 3:30 p.m. to 5:30 p.m., if necessary, to continue consideration of the draft report.

7. That, in relation to Bill C-240, An Act to amend the Income Tax Act (tax credit – first aid) , the Committee consider the Bill at the end of January or in February 2017, as the Bill must be reported back to the House by March 23, 2017.

It was agreed, — That further to the agreement in section one (1.) of the Fourth Report of the Subcommittee on Agenda and Procedure, the Committee also invite the Premiers of Yukon and Nunavut to appear before the Committee as soon as possible to discuss their priorities, and that this be reflected in the response from the Chair to the letter from Michael V. McLeod.

It was agreed, — That a proposed budget in the amount of $ 9,500.00 for the study of the subject matter of Bill C-26, An Act to amend the Canada Pension Plan, the Canada Pension Plan Investment Board Act and the Income Tax Act, be adopted.

Motion

Dan Albas moved, — That the Standing Committee on Finance undertake a comprehensive study on the First Report by the Advisory Council on Economic Growth and that the Committee report its findings to the House.

Amendment

Steven MacKinnon moved, — That the motion be amended by removing the word "comprehensive" and by replacing the words “the First Report by” with the words “existing and upcoming reports of”.

After debate, the question was put on the amendment of Steven MacKinnon and it was agreed to, by a show of hands: YEAS: 5; NAYS: 0.

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 6; NAYS: 2 and now reads as follows — That the Standing Committee on Finance undertake a study on existing and upcoming reports of the Advisory Council on Economic Growth and that the Committee report its findings to the House.

It was agreed, — That the Clerk find a date in the calendar for the Committee to hold a meeting on the Supplementary Estimates (B) 2016-17, and that the Ministers of Finance and National Revenue, along with departmental officials, be invited to appear at that meeting.

At 4:20 p.m., the sitting was suspended.

Pursuant to Standing Order 108(2), and the motion adopted on Monday, November 14, 2016, the Committee commenced consideration of the subject matter of Bill C-26, An Act to amend the Canada Pension Plan, the Canada Pension Plan Investment Board Act and the Income Tax Act.

Glenn Purves and Michel Montambeault made statements, and with Pierre LeBlanc, Claude Lavoie, Marianna Giordano and Michel Millette, answered questions.

At 5:40 p.m., Ron Liepert took the Chair.

At 5:54 p.m., the Committee adjourned to the call of the Chair.
