Pursuant to the Order of Reference of Tuesday, September 20, 2016, the Committee resumed consideration of Bill C-13, An Act to amend the Food and Drugs Act, the Hazardous Products Act, the Radiation Emitting Devices Act, the Canadian Environmental Protection Act, 1999, the Pest Control Products Act and the Canada Consumer Product Safety Act and to make related amendments to another Act.

Shannon Coombs and Pierre Petelle made statements and answered questions.

At 11:34 a.m., the sitting was suspended.

At 11:45 a.m., the sitting resumed.

The Committee commenced its clause-by-clause study of the Bill.

David Usher, Mary Ellen Perkin and Jason Flint answered questions.

The Chair called Clause 1.

By unanimous consent, Clauses 1 to 30 inclusive carried severally.

On Clause 31,

Gerry Ritz moved, — That Bill C-13, in Clause 31, be amended by deleting lines 25 to 28 on page 19.

After debate, the question was put on the amendment of Gerry Ritz and it was negatived on division.

Clause 31 carried on division.

Clause 32 carried.

On Clause 33,

Gerry Ritz moved, — That Bill C-13, in Clause 33, be amended by replacing lines 12 to 15 on page 21 with the following:

label means any prescribed written, printed or graphic matter that appears on, that accompanies or is to accompany, or that is attached to, a pest control product, and includes such matter that is transmitted in digital form or in any other intangible form via electronic, optical or other similar means.”

The question was put on the amendment of Gerry Ritz and it was negatived, by a show of hands: YEAS: 4; NAYS: 5.

Gerry Ritz moved, — That Bill C-13, in Clause 33, be amended by replacing lines 12 to 15 on page 21 with the following:

label means any prescribed written, printed or graphic matter that appears on, that accompanies or is to accompany, or that is attached to, a pest control product. (étiquette)”

Debate arose thereon.

By unanimous consent, Clause 33 was allowed to stand.

By unanimous consent, Clauses 34 to 73 inclusive carried severally.

At 12:12 p.m., the Committee adjourned to the call of the Chair.
