Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, September 29, 2016, the Committee resumed its study of mental health and suicide prevention among veterans.

The Hon. LGen (Retired) Roméo A. Dallaire made a statement and, with Scott Maxwell and BGen (Retired) Joe Sharpe, answered questions.

At 4:41 p.m., the sitting was suspended.

At 4:47 p.m., the sitting resumed.

Kim Basque and Catherine Rioux made statements and, with the Hon. LGen (Retired) Roméo A. Dallaire, answered questions.

At 5:30 p.m., the sitting was suspended.

At 5:37 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Fifth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

1. That, in relation to its study of Mental Health and Suicide Prevention Among Veterans:

a) the deadline for receiving briefs be March 31, 2017.

b) the Committee conclude witness testimony on April 5, 2017.

c) the analyst prepare a draft report.

2. That, on March 8, 2017, the Committee study the Supplementary Estimates (C) and the Main Estimates; that the Minister and department officials be invited to appear for the first hour; and that the department officials be invited to remain for the second hour.

3. That, in relation to its Comparative Study of Services to Veterans in Other Jurisdictions:

a) the Committee travel to the Washington, D.C., area to conduct site visits and informal meetings; that travel occur during a sitting week as soon as possible after the study begins; and that the Chair, in collaboration with the Clerk and the Analyst, prepare a draft travel budget for the Committee.

b) the Committee members each be invited to submit lists of up to three potential witnesses, provided in order of priority.

c) the Committee aim to conclude hearing evidence by the end of its last meeting in June 2017.

d) the Chair, in collaboration with the Clerk and the Analyst, prepare a draft study budget for the Committee.

It was agreed, — That in relation to the comparative study of services to veterans in other jurisdictions, the proposed budget in the amount of $46,841.60, for Committee travel to Washington, D.C., United States of America, in spring 2017, be adopted.

At 5:36 p.m., the Committee adjourned to the call of the Chair.
