The Standing Committee on Transport, Infrastructure and Communities met in a televised session at 8:45 a.m. this day, in Room 253-D, Centre Block, the Chair, Larry Miller, presiding.

 

Members of the Committee present: Peter Braid, Ed Komarnicki, David J. McGuinty, Larry Miller, Isabelle Morin, Mike Sullivan, Lawrence Toet, Jeff Watson and Wai Young.

 

Acting Members present: Matthew Dubé for Hoang Mai.

 

In attendance: Library of Parliament: Zachary Alaoui, Analyst; Allison Padova, Analyst.

 

Witnesses: Department of Transport: Marc Brazeau, Director General, New Bridge for the St. Lawrence ; Michel Leclerc, Director, Regulatory Affairs Coordination; Thao Pham, Assistant Deputy Minister, Federal Montreal Bridges; Kash Ram, Director General, Road Safety and Motor Vehicle Regulation; Donald Roussel, Acting Associate Assistant Deputy Minister, Safety and Security; Nicholas Wilkshire, Legal Counsel.

 
Pursuant to Standing Order 108(2) and the motion adopted on Tuesday, May 6, 2014, the Committee commenced consideration of the subject matter of clauses 212 to 233 and 375 of Bill C-31, An Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures.
 

Donald Roussel and Thao Pham made statements and, with Kash Ram, Michel Leclerc, Nicholas Wilkshire and Marc Brazeau, answered questions.

 

At 9:30 a.m., David J. McGuinty took the Chair.

 

At 9:35 a.m., Larry Miller took the Chair.

 

On motion of Jeff Watson, it was agreed on division, — That, following its consideration of the subject matter of clauses 212 to 233 and 375 of Bill C-31, the Committee send a letter, in both official languages, to the Chair of the Standing Committee on Finance informing him that the Committee has no amendments to propose.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Thursday, May 8, 2014, to consider the business of the Committee and agreed to make the following recommendations:

1. That, in relation to the study of the Review of the Canadian Transportation Safety Regime, the meeting of Thursday, May 15, 2014, be dedicated to third party liability.

2. That, in relation to the study of the Review of the Canadian Transportation Safety Regime, the meetings of May 27 and 29, 2014, be dedicated to the consideration of a draft interim report.

3. That, in relation to the study of the Review of the Canadian Transportation Safety Regime, the meetings of June 3, 5, 10 and 17, 2014, be dedicated to air transportation.

4. That, in relation to the study of the Review of the Canadian Transportation Safety Regime, officials from the Department of Transport as well as officials from the Office of the Auditor General of Canada be invited to appear on Thursday, June 12, 2014.

 

On motion of Jeff Watson, it was agreed, — That the report of the Subcommittee be concurred in.

 

At 10:38 a.m., the Committee adjourned to the call of the Chair.
