The Standing Committee on Public Safety and National Security met at 3:31 p.m. this day, in Room 268, La Promenade Building, the Chair, Daryl Kramp, presiding.

 

Members of the Committee present: Rosane Doré Lefebvre, Hon. Wayne Easter, Randall Garrison, Roxanne James, Daryl Kramp, Larry Maguire, Rick Norlock, LaVar Payne, Blake Richards and Jean Rousseau.

 

Acting Members present: Corneliu Chisu for Blake Richards.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Christine Morris, Analyst.

 

Witnesses: Department of Employment and Social Development: Siobhan Harty, Director General, Social Policy Directorate, Strategic Policy and Research Branch; Blair McMurren, Director, Social Innovation, Strategic Policy and Research Branch. Center for Law and Social Policy of Washington: Elizabeth Lower-Basch, Policy Coordinator and Senior Policy Analyst. As an individual: Andrew McWhinnie, Director, Andrew McWhinnie Consulting.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, April 29, 2014, the Committee resumed its study of social finance as it relates to crime prevention in Canada.
 

Siobhan Harty made a statement and, with Blair McMurren, answered questions.

 

At 4:29 p.m., the sitting was suspended.

At 4:33 p.m., the sitting resumed.

 

Elizabeth Lower-Basch, by videoconference from Washington, D.C., and Andrew McWhinnie made statements and answered questions.

 

At 5:23 p.m., the Committee adjourned to the call of the Chair.
