    Honourable members, I see a quorum.
    I must inform members that the clerk of the committee can only receive motions for the election of the chair. The clerk cannot receive other types of motions, cannot entertain points of order nor participate in debate.
    That said, we may now proceed to the election of the chair.
    Pursuant to Standing Order 106(2), the chair must be a member of the government party.
    I am ready to receive motions for the chair.
     Mr. Clerk, I am pleased to nominate Mr. Michael Chong as chair.
    Mr. Godin nominates Mr. Chong as chair.
    Are there any other motions?

    Seeing none, is it the pleasure of the committee to adopt the motion?
    (Motion agreed to)
    The Clerk: I declare the motion carried and Mr. Chong duly elected chair of the committee.
    Before I invite Mr. Chong to take the chair, with the indulgence of the committee, we can proceed to the election of the vice-chairs. Unfortunately, as members know, I can't recognize anybody in debate.
    Mr. Chair, I was going to nominate Mr. Godin.
    I am now prepared, then, to receive motions for the nomination of first vice-chair.

    I would like to nominate distinguished member of Parliament Yvon Godin as vice-chair.

[English]

    Did you put that on the record?
    Some hon. members: Oh, oh!

[Translation]

    Mr. Galipeau nominates Mr. Godin as first vice-chair of the committee.
    Are there any further motions?
    Is it the pleasure of the committee to adopt the motion?
    Some hon. members: Agreed.
    (Motion agreed to)
    The Clerk: I declare the motion carried and Mr. Godin duly elected first vice-chair of the committee.

    Pursuant to the same standing order, the second vice-chair has to be a member of the opposition, not from the official opposition.

    I nominate Ms. St-Denis.
    Ms. Bateman nominates Ms. St-Denis as second vice-chair of the committee.

    Is it the pleasure of the committee to adopt the motion?
    Some hon. members: Agreed.
