The Standing Committee on Justice and Human Rights met in a televised session at 8:47 a.m. this day, in Room 237-C, Centre Block, the Chair, Mike Wallace, presiding.

 

Members of the Committee present: Françoise Boivin, Patrick Brown, Blaine Calkins, Sean Casey, Bob Dechert, Robert Goguen, Pierre Jacob, Matthew Kellway, Ève Péclet, Kyle Seeback, Mike Wallace and David Wilks.

 

In attendance: Library of Parliament: Cynthia Kirkby, Analyst; Dominique Valiquet, Analyst.

 

Appearing: Hon. Peter Gordon MacKay, P.C., M.P., Minister of Justice and Attorney General of Canada.

 

Witnesses: Department of Justice: William F. Pentney, Deputy Minister of Justice and Deputy Attorney General of Canada; Donald K. Piragoff, Senior Assistant Deputy Minister, Senior Assistant Deputy Minister's Office; Marie-Josée Thivierge, Assistant Deputy Minister and Chief Financial Officer, Office of Assistant Deputy Minister,Management Sector and CFO.

 
Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (B) 2013-14: Votes 1b, 5b, 35b and 50b under JUSTICE, referred to the Committee on Thursday, November 7, 2013.
 

The Chair called Vote 1b under JUSTICE.

 

The Minister made a statement and, with William F. Pentney, answered questions.

 

At 9:47 a.m., the sitting was suspended.

At 9:48 a.m., the sitting resumed.

 

William F. Pentney, Donald K. Piragoff and Marie-Josée Thivierge answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Françoise Boivin gave notice of the following motion:

That the Committee may meet in camera only for the purpose of discussing:

  1. wages, salaries and other employee benefits;
  2. contracts and contract negotiations;
  3. labour relations and personnel matters;
  4. a draft report;
  5. briefings concerning national security; and

That all votes taken in camera be recorded in the Minutes of Proceedings, including how each member voted when recorded votes are requested.

 

At 10:41 a.m., the sitting was suspended.

At 10:41 a.m., the sitting resumed in camera.

 

It was agreed, — That the First Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

That the Committee hear witnesses on Bill C-10, An Act to amend the Criminal Code (trafficking in contraband tobacco), on December 3, 5 and 10, 2013.

That the Committee proceed to the clause-by-clause study of Bill C-10, An Act to amend the Criminal Code (trafficking in contraband tobacco) on Thursday, December 12, 2013.

 

At 10:45 a.m., the Committee adjourned to the call of the Chair.
