    Honourable members of the committee, I see a quorum.
    I must inform members that the clerk of the committee can receive motions only for the election of the chair. The clerk cannot receive other types of motions and cannot entertain points of order nor participate in debate.
    So we can now proceed to the election of the chair. Pursuant to Standing Order 106(2), the chair must be a member of the government party. I am now ready to receive motions for the election of the chair.
    Mr. Gourde, you have the floor.
    Mr. Chair, I would like to nominate the Honourable Michael Chong for the position of chair.
    Moved by Jacques Gourde that Michael Chong be elected chair of the committee. Are there any further motions?
    Is it the pleasure of the committee to adopt this motion?
    (Motion agreed to)
    The Clerk: I declare the motion carried and Michael Chong duly elected chair of the committee.
    Before I invite Mr. Chong to take the chair, if the committee wishes, we will now proceed to the election of the vice-chairs.
    Pursuant to Standing Order 106(2), the first vice-chair must be a member of the official opposition. I am now ready to receive motions for the position of first vice-chair.
    I would like to nominate Yvon Godin for the position of first vice-chair.
    Moved by Ms. Michaud that Yvon Godin be elected first vice-chair of the committee. Are there any further motions?
    Is it the pleasure of the committee to adopt this motion?
    (Motion agreed to)
    The Clerk: I declare the motion carried and Yvon Godin duly elected first vice-chair of the committee.
    Pursuant to Standing Order 106(2), the second vice-chair must be a member of an opposition party other than the official opposition party. I am now ready to receive motions for the position of second vice-chair.
    I nominate Stéphane Dion for the position of second vice-chair.
    Moved by Bernard Trottier that Stéphane Dion be elected second vice-chair.
    Is it the pleasure of the committee to adopt this motion?

    The Clerk: I declare the motion carried and Stéphane Dion duly elected second vice-chair of the committee.
    I now invite Mr. Chong to take the chair.
