The Standing Committee on Health met in a televised session at 8:44 a.m. this day, in Room C-110, 1 Wellington Street, the Chair, Joy Smith, presiding.

 

Members of the Committee present: Kelly Block, Patrick Brown, Colin Carrie, Libby Davies, Hon. Hedy Fry, Parm Gill, Dany Morin, Anne Minh-Thu Quach, Djaouida Sellah, Joy Smith and Mark Strahl.

 

Acting Members present: Ben Lobb for Wladyslaw Lizon.

 

In attendance: House of Commons: David-Andrés Novoa, Procedural Clerk. Library of Parliament: Raphaelle Deraspe, Analyst; Sonya Norris, Analyst.

 

Appearing: Hon. Leona Aglukkaq, P.C., M.P., Minister of Health.

 

Witnesses: Department of Health: Glenda Yeates, Deputy Minister; Paul Glover, Assistant Deputy Minister, Health Products and Food Branch; Jamie Tibbetts, Chief Financial Officer. Public Health Agency of Canada: David Butler-Jones, Chief Public Health Officer; James Libbey, Chief Financial Officer. Canadian Institutes of Health Research: Jane Aubin, Chief Scientific Officer and Vice-President of Research.

 
Pursuant to Standing Order 108(2)(c), the Committee commenced its study of Expenditure Plans for the Department for the fiscal year 2011-12; and
 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2012-13: Votes 1, 5, 10, 15, 20, 25, 40, 45, 50, 55 and 60 under HEALTH referred to the Committee on Tuesday, February 28, 2012.
 

The Chair called Vote 1.

 

The Minister made a statement and answered questions.

 

At 9:47 a.m., the sitting was suspended.

At 9:49 a.m., the sitting resumed.

 

Glenda Yeates, David Butler-Jones and Jane Aubin answered questions.

 

Libby Davies moved, — That the Committee differ voting on the Main Estimates until after the Federal Budget to allow the Committee to invite the Minister back should there be issues arising out of the Federal Budget as it relates to the Main Estimates.

Debate arose thereon.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Libby Davies, Hedy Fry, Dany Morin, Anne Minh-Thu Quach, Djaouida Sellah — 5; NAYS: Kelly Block, Patrick Brown, Colin Carrie, Parm Gill, Ben Lobb, Mark Strahl — 6.

The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee set three (3) meetings aside, following the study of Bill C-300, to examine the role of government and industry in determining drug supply in Canada, how the provinces and territories determine what drugs are required in their jurisdiction, how the industry responds to them, and the impact this has on stakeholders.

 

At 10:44 a.m., the Committee adjourned to the call of the Chair.
