The Standing Committee on Health met at 8:46 a.m. this day, in Room C-120, 1 Wellington Street, the Chair, Joy Smith, presiding.

 

Members of the Committee present: Kelly Block, Patrick Brown, Colin Carrie, Libby Davies, Hon. Hedy Fry, Parm Gill, Wladyslaw Lizon, Dany Morin, Anne Minh-Thu Quach, Djaouida Sellah, Joy Smith and Mark Strahl.

 

In attendance: House of Commons: Chloé O'Shaughnessy, Legislative Clerk; Lucie Tardif-Carpentier, Legislative Clerk. Library of Parliament: Raphaelle Deraspe, Analyst; Sonya Norris, Analyst.

 

Witnesses: Hon. Geoff Regan, P.C., M.P., Halifax West. Canadian Epilepsy Alliance: Aurore Therrien, Member of the Board of Directors, Executive Director, Épilepsie Montréal Métropolitain. Epilepsy Association of Nova Scotia: Iris Elliott, Executive Director. As an individual: Sarah Ward.

 
Pursuant to the Order of Reference of Friday, February 3, 2012, the Committee commenced consideration of Bill C-278, An Act respecting a day to increase public awareness about epilepsy.
 

Pursuant to Standing Order 75(1), consideration of the Preamble and Clause 1 was postponed.

The Chair called Clause 2.

 

The witnesses made statements and answered questions.

 

At 10:08 a.m., the sitting was suspended.

At 10:09 a.m., the sitting resumed.

 

The Committee commenced its clause-by-clause study of the Bill.

 

On Clause 2,

 
On motion of Djaouida Sellah, it was agreed, — That Bill C-278, in Clause 2, be amended by replacing, in the French version, line 11 on page 1 with the following:

“désigné comme « Journée lavande ».”

 

By unanimous consent, it was agreed, — That the result of the vote on the previous amendment be applied to the following three (3) amendments which are therefore also adopted:

That Bill C-278, in Clause 3, be amended by replacing, in the French version, line 13 on page 1 with the following:

“vêtements de couleur lavande afin de marquer”

That Bill C-278, in Clause 4, be amended by replacing, in the French version, line 17 on page 1 with the following:

“4. Il est entendu que la Journée lavande n'est”

That Bill C-278, in Clause 1, be amended by replacing, in the French version, line 9 on page 1 with the following:

“1. Loi sur la Journée lavande.”

 

Clause 2, as amended, carried.

 

On Clause 3,

 
On motion of Djaouida Sellah, it was agreed, — That Bill C-278, in Clause 3, be amended by replacing, in the French version, lines 15 and 16 on page 1 with the following:

“de sensibiliser davantage le public à leur condition.”

 

By unanimous consent, it was agreed, — That the result of the vote on the previous amendment be applied to the following amendment which is therefore also adopted:

That Bill C-278, in the preamble, be amended by replacing, in the French version, line 5 on page 1 with the following:

“sensibiliser davantage à leur condition,”

 

Clause 3, as amended, carried.

 

Clause 4, as amended, carried.

 

The Short Title, as amended, carried.

 

The Preamble, as amended, carried.

 

The Title carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

ORDERED, — That Bill C-278, as amended, be reprinted for the use of the House at report stage.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Mark Strahl, it was agreed, — That in relation to the study of Bill C-278, An Act respecting a day to increase public awareness about epilepsy, the proposed budget in the amount of $6,500 be adopted.

 

At 10:15 a.m., the Committee adjourned to the call of the Chair.
