The Standing Committee on International Trade met in camera at 11:38 a.m. this day, in Room 306, La Promenade Building, the Chair, the Hon. Rob Merrifield, presiding.

 

Members of the Committee present: Ron Cannan, Robert Chisholm, Raymond Côté, Hon. Wayne Easter, Russ Hiebert, Ed Holder, Gerald Keddy, Hon. Rob Merrifield, Ève Péclet, Mathieu Ravignat, Bev Shipley and Devinder Shory.

 

In attendance: Library of Parliament: June Dewetering, Chief, Macroeconomics and Trade; Alexandre Gauthier, Analyst.

 

Witnesses: Department of Foreign Affairs and International Trade: Jon Allen, Assistant Deputy Minister, Americas; Laurent Cardinal, Director General, North America Trade Policy Bureau; Kevin Thompson, Director, Government Procurement, Trade and Environment.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Standing Committee for International Trade follow the following agenda for the next eight meetings, immediately starting with a meeting on the draft “Buy American” provisions; that government legislation take priority over any ongoing study or previous scheduled meeting and that, in such an event, the Committee will resume the study of the agenda items once the study of government legislation has been concluded:

September 27 – Canada-United States trading relationship – draft "Buy American" provisions,

September 29 – Overview briefing on international trade and free trade negotiations,

October 4 – Briefing and study of the Trade Commissioner Service,

October 6 – Minister Fast and officials appear on the Comprehensive Economic and Trade Agreement (CETA) with the European Union,

October 18 – The Comprehensive Economic and Trade Agreement (CETA) with the European Union,

October 20 – Briefing and study of the Trade Commissioner Service,

October 25 – Briefing and study of trade relations with Brazil,

October 27 – The Comprehensive Economic and Trade Agreement (CETA) with the European Union; and

that the Standing Committee on International Trade conduct the following studies:

Comprehensive Economic and Trade Agreement (CETA) with the European Union,

Comprehensive Economic Partnership Agreement (CEPA) with India,

Trade relations with Brazil,

Trade Commissioners Service, and

Canada-United States trading relationship – draft "Buy American" provisions.

 

It was agreed, — That the Committee, as part of its study of Canada-United States trading relationship – draft “Buy American” provisions, call the following to testify:

Gary Doer, Canada’s Ambassador to the United States,

Hon. Ed Fast, P.C., M.P., Minister of International Trade,

representatives of Canadian Manufacturers and Exporters,

representatives of the Canadian Centre for Policy Alternatives,

representatives of the Canadian Chamber of Commerce,

and report its findings and recommendations to the House.

 

It was agreed, — That the Committee meet with a delegation of the International Trade Committee of the European Parliament in November 2011 and defray the hospitality expenses related to this meeting.

 

At 12:00 p.m., the sitting was suspended.

At 12:04 p.m., the sitting resumed in public.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee earlier today, the Committee commenced its study of Canada-United States trading relationship – draft "Buy American" provisions.
 

Jon Allen made a statement and, with the other witnesses, answered questions.

 

At 1:14 p.m., the Committee adjourned to the call of the Chair.
