The Standing Committee on Public Accounts met at 11:01 a.m. this day, in Room 237-C, Centre Block, the Chair, the Hon. Joseph Volpe, presiding.

Members of the Committee present: Hon. Navdeep Bains, Jean-Claude D'Amours, Meili Faille, Daryl Kramp, Richard Nadeau, Andrew Saxton and Hon. Joseph Volpe.

Acting Members present: Malcolm Allen for David Christopherson, Bob Dechert for Earl Dreeshen, LaVar Payne for Terence Young and Blake Richards for Bev Shipley.

In attendance: Library of Parliament: Alex Smith, Analyst ; Sébastien T. Defoy, Analyst.

Witnesses: Office of the Auditor General of Canada: Ronnie Campbell, Assistant Auditor General; Gordon Stock, Principal. Treasury Board Secretariat: Alister Smith, Associate Secretary. Department of Transport: Yaprak Baltacioglu, Deputy Minister; John Forster, Associate Deputy Minister, Office of Infrastructure of Canada. Privy Council Office: Bill Pentney, Deputy Secretary to the Cabinet, Plans and Consultations. Department of Finance: Paul Rochon, Associate Deputy Minister and G7 Deputy for Canada; Benoit Robidoux, Senior Assistant Deputy Minister, Economic and Fiscal Policy Branch.

Pursuant to Standing Order 108(3)(g), and the motion adopted by the Committee on Thursday, November 4, 2010, the Committee commenced consideration of Chapter 1, “Canada's Economic Action Plan,” of the Fall 2010 Report of the Auditor General of Canada.

Ronnie Campbell, Alister Smith, Yaprak Baltacioglu and Bill Pentney made statements and, with John Forster, Gordon Stock, Paul Rochon and Benoit Robidoux, answered questions.

At 12:46 p.m., the sitting was suspended.

At 12:49 p.m., the sitting resumed.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, pursuant to the motion adopted by the Committee on Thursday, November 4, 2010, the study of Chapter 3, “Service Delivery,” of the Fall 2010 Report of the Auditor General of Canada, be scheduled for Tuesday, November 23, 2010 and that witnesses from the Office of the Auditor General of Canada and the Department of Citizenship and Immigration be invited to appear.

It was agreed, — That, pursuant to the motion adopted by the Committee on Thursday, November 4, 2010, the study of Chapter 4, “Managing Conflict of Interest,” of the Fall 2010 Report of the Auditor General of Canada, be scheduled for Tuesday, November 30, 2010; that witnesses from the Office of the Auditor General of Canada and the Treasury Board of Canada Secretariat be invited to appear; and that, if necessary, departmental witnesses be invited to appear at a later date.

At 1:03 p.m., the Committee adjourned to the call of the Chair.
