The Standing Committee on Citizenship and Immigration met in a televised session at 3:30 p.m. this day, in Room 237-C, Centre Block, the Chair, David Tilson, presiding.

 

Members of the Committee present: Hon. Maurizio Bevilacqua, Paul Calandra, Olivia Chow, Hon. Denis Coderre, Rick Dykstra, Nina Grewal, Thierry St-Cyr, Ève-Mary Thaï Thi Lac, David Tilson, Alice Wong and Terence Young.

 

Acting Members present: Pablo Rodriguez for Hon. Jim Karygiannis.

 

In attendance: Library of Parliament: Sandra Elgersma, Analyst; Daphne Keevil Harrold, Analyst.

 

Appearing: Hon. Jason Kenney, Minister of Citizenship, Immigration and Multiculturalism.

 

Witnesses: Canada Border Services Agency: Peter Hill, Acting Associate Vice-President, Program Branch. Department of Citizenship and Immigration: Jennifer Irish, Director, Asylum Policy Program Development; Les Linklater, Assistant Deputy Minister, Strategic and Program Policy; Peter MacDougall, Director General, Refugees; Luke Morton, Senior Legal Counsel, Manager, Refugee Legal Team, Legal Services.

 
Pursuant to the Order of Reference of Thursday, April 29, 2010, the Committee commenced consideration of Bill C-11, An Act to amend the Immigration and Refugee Protection Act and the Federal Courts Act.
 

The Minister made a statement and, with the witnesses, answered questions.

 

At 4:30 p.m., the sitting was suspended.

At 4:34 p.m., the sitting resumed.

 

The witnesses answered questions.

 

At 5:15 p.m., the sitting was suspended.

At 5:17 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Fourth Report from the Subcommittee on Agenda and Procedure which read as follows, be adopted:

In accordance with its mandate pursuant to Order made March 3, 2010, your Subcommittee has considered the question of the future business of the Committee.

The Subcommittee recommends the following to the Committee:

that the Committee accord priority in its work to consideration of Bill C-11, An Act to amend the Immigration and Refugee Protection Act and the Federal Courts Act;

that, during consideration of Bill C-11, no motion be moved before embarking on clause-by-clause consideration of the Bill;

that the Chair be accorded discretion in determining the size and composition of each panel, and that, where he deems a panel of four presenters to be appropriate, each organization or individual be accorded up to seven minutes for a statement;

that members submit witness lists to the Clerk by 6 p.m., Wednesday, May 5;

that witnesses be encouraged to submit their briefs in advance for translation;

that the Committee consult the public on Bill C-11 in meetings on May 11, 13, and 25, and that an additional evening meeting of up to three hours duration beginning at 6 p.m. also be held on May 11 and 25;

that, on May 6, the Committee hear the Chair of the Immigration and Refugee Board followed by the United Nations High Commissioner for Refugees’ Representative in Canada;

that the Minister be invited to appear in the last hour before the Committee embarks on clause-by-clause consideration; and

that the Committee proceed to clause-by-clause consideration on May 27 with a view to completing it by 11:59 p.m., June 3, and hold additional evening meetings of up to three hours duration beginning at 6 p.m. on May 31, and June 1st to this end.

 

At 5:55 p.m., the Committee adjourned to the call of the Chair.
