The Standing Committee on Environment and Sustainable Development met at 11:12 a.m. this day, in Room 253-D, Centre Block, the Chair, James Bezan, presiding.

 

Members of the Committee present: James Bezan, Bernard Bigras, Peter Braid, Linda Duncan, David J. McGuinty, Christian Ouellet, Francis Scarpaleggia, Justin Trudeau, Mark Warawa, Jeff Watson and Stephen Woodworth.

 

Acting Members present: Lois Brown for Blaine Calkins.

 

Associate Members present: Bruce Hyer and Hon. Jack Layton.

 

In attendance: Library of Parliament: Penny Becklumb, Analyst; Tim Williams, Analyst. House of Commons: Mike MacPherson, Legislative Clerk.

 
Pursuant to the Order of Reference of Wednesday, April 1, 2009, the Committee resumed consideration of Bill C-311, An Act to ensure Canada assumes its responsibilities in preventing dangerous climate change.
 

The Committee commenced its clause-by-clause study of the Bill.

 

Linda Duncan moved, — That Bill C-311 be deemed to have been considered clause-by-clause and be reported back to the House without amendment.

Debate arose thereon.

 

At 11:31 a.m., the sitting was suspended.

At 11:35 a.m., the sitting resumed.

 

On motion of Mark Warawa, it was agreed, — That the debate be now adjourned.

 

By unanimous consent, on motion of Linda Duncan, it was agreed on division, — That Bill C-311 be deemed to have been considered clause-by-clause and be reported back to the House without amendment.

 

ORDERED, — That the Chair report the Bill, without amendment, to the House.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Francis Scarpaleggia moved, — That, pursuant to Standing Order 108(2), the Committee invite Graham Thomson, author of the paper entitled “Burying Carbon Dioxide in Underground Saline Aquifers: Political Folly or Climate Change Fix“, and other experts to discuss new information relating to the impact on Canada’s water resources of carbon capture and storage technology as potentially applied to the oil sands; or otherwise incorporate a discussion of Graham Thomson’s paper and its findings in the Committee’s final study report.

 

Bernard Bigras moved, — That the motion be amended by replacing the word “invite” with the words “ask the Steering Committee to evaluate the invitation of”.

 

After debate, the question was put on the amendment of Bernard Bigras and it was agreed to.

 

The question was put on the motion, as amended, and it was agreed to on the following recorded division: YEAS: Bernard Bigras, Peter Braid, Lois Brown, Linda Duncan, David J. McGuinty, Christian Ouellet, Francis Scarpaleggia, Justin Trudeau, Mark Warawa, Jeff Watson, Stephen Woodworth — 11; NAYS: — 0.

 

The motion, as amended, read as follows:

That, pursuant to Standing Order 108(2), the Committee ask the Steering Committee to evaluate the invitation of Graham Thomson, author of the paper entitled “Burying Carbon Dioxide in Underground Saline Aquifers: Political Folly or Climate Change Fix“, and other experts to discuss new information relating to the impact on Canada’s water resources of carbon capture and storage technology as potentially applied to the oil sands; or otherwise incorporate a discussion of Graham Thomson’s paper and its findings in the Committee’s final study report.

 

At 12:32 p.m., the Committee adjourned to the call of the Chair.
