The Standing Committee on Agriculture and Agri-Food met at 9:08 a.m. this day, in Room 371, West Block, the Chair, James Bezan, presiding.

 

Members of the Committee present: Alex Atamanenko, André Bellavance, James Bezan, Ken Boshcoff, Hon. Wayne Easter, Guy Lauzon, Larry Miller, Hon. Carol Skelton, Lloyd St. Amand, Brian Storseth and Ève-Mary Thaï Thi Lac.

 

In attendance: Library of Parliament: Jean-Denis Fréchette, Principal; Mathieu Frigon, Analyst.

 

Witnesses: Canadian Grain Commission: Elwin Hermanson, Chief Commissioner.

 
Pursuant to Standing Orders 110 and 111, the Committee commenced the consideration of the Order in Council appointment of Elwin Hermanson to the position of Chief Commissioner which was referred to the Committee on January 28, 2008.
 

Elwin Hermanson made a statement and answered questions.

 

Alex Atamanenko moved, — That in the Committee judgment, it disagrees with the appointment of Mr. Hermanson as Chief Commissioner of the Canadian Grain Commission.

Debate arose thereon.

 

Wayne Easter moved, — That the motion be amended by adding after the word “Commission” the following: “as he failed to respond to the concerns of the Committee to demonstrate the necessary qualifications to fulfill the requirements expected of an appointment to the Canadian Grain Commission”.

Debate arose thereon.

 

After debate, the question was put on the amendment of Wayne Easter and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.

 

The motion, as amended, read as follows:

That in the Committee judgment, it disagrees with the appointment of Mr. Hermanson as Chief Commissioner of the Canadian Grain Commission as he failed to respond to the concerns of the Committee to demonstrate the necessary qualifications to fulfill the requirements expected of an appointment to the Canadian Grain Commission.

 

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.

 

At 11:25 a.m., the Committee adjourned to the call of the Chair.
