The Standing Committee on Public Safety and National Security met at 3:34 p.m. this day, in Room 371, West Block, the Chair, Garry Breitkreuz, presiding.

 

Members of the Committee present: Garry Breitkreuz, Gord Brown, Joe Comartin, Hon. Irwin Cotler, Laurie Hawn, Susan Kadis, Tina Keeper, Dave MacKenzie, Serge Ménard and Rick Norlock.

 

Acting Members present: Robert Carrier for Carole Freeman and Tom Wappel for Hon. Raymond Chan.

 

In attendance: Library of Parliament: Philip Rosen, Principal.

 

Witnesses: National Parole Board: Renée Collette, Executive Vice-Chairperson. Correctional Service Canada: Don Head, Senior Deputy Commissioner.

 
Pursuant to Standing Order 108(2), the Committee proceeded to a briefing on Public Safety and National Security.
 

Don Head and Renée Collette each made a statement and answered questions.

 

At 5:20 p.m., the sitting was suspended.

 

At 5:20 p.m., the Committee proceeded to sit in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, pursuant to Standing Order 108(1)(a) and (b), a subcommittee be established with all the powers of the Committee except the power to report to the House

That the subcommittee be composed of 7 members, including 3 members of the Conservative Party, 2 members of the Liberal Party, 1 member of the Bloc Quebecois and 1 member of the New Democratic Party, such members to be drawn as much as possible from the former members of the Subcommittee on Public Safety and National Security in the 38th Parliament

That the Chair of the subcommittee be a member of the government party; and

That, pursuant to the Orders of Reference made by the House on Tuesday, April 25, 2006 and on Friday, May 19, 2006, the mandate of the subcommittee be, as required by the law, the review of the Anti-terrorism Act, and that the subcommittee, as part of that review, also undertake a review of Section 4 of the Security of Information Act and the use of security certificates, and report on these matters.

 

It was agreed, — That the Chair send a letter to the House Leaders asking that the Committee be authorized to continue its deliberations relating to its review of the Anti-terrorism Act beyond June 23, 2006 and to present its final report no later than December 22, 2006.

 

It was agreed, — That the Committee receive a briefing from officials of the Department of Public Safety and Emergency Preparedness on Monday, June 5, 2006.

 

At 5:35 p.m., the Committee adjourned to the call of the Chair.
