The Standing Committee on Public Accounts met in a televised session at 3:31 p.m. this day, in Room 253-D, Centre Block, the Chair, the Hon. Shawn Murphy, presiding.

 

Members of the Committee present: David Christopherson, Brian Fitzpatrick, Jean-Yves Laforest, Mike Lake, Hon. Shawn Murphy, Pierre Poilievre, Pablo Rodriguez, Jean-Yves Roy, Hon. Judy Sgro, David Sweet, John Williams and Borys Wrzesnewskyj.

 

Associate Members present: Laurie Hawn.

 

In attendance: House of Commons: Gregory Tardi, Senior Parliamentary Counsel (Legal). Library of Parliament: Alex Smith, Analyst; Lydia Scratch, Analyst.

 

Witnesses: As an individual: Hon. Reg Alcock, former Minister, President of the Treasury Board. Royal Canadian Mounted Police: Paul Gauvin, Deputy Commissioner, Corporate Management and Comptrollership; Fraser Macaulay, Chief Superintendent. Heenan Blaikie LLP: Ivan Whitehall, Lawyer. Pursuant to Standing Order 108(3)(g), the Committee resumed consideration of Chapter 9, Pension and Insurance Administration - Royal Canadian Mounted Police of the November 2006 Report of the Auditor General of Canada.
 

The Hon. Reg Alcock made an opening statement and answered questions.

 

The Hon. Anne McLellan made an opening statement and answered questions.

 

Paul Gauvin made an opening statement and, with Fraser Macaulay and Mike Frizzel, answered questions.

 

On motion of Jean-Yves Laforest, it was agreed, — That the Standing Committee of Public Accounts file a formal request with the RCMP authorities for them to provide the Committee with, as soon as possible, detailed and complete charts covering the period from 1997 to 2007, along with a brief description of the responsibilities of people involved and all the hierarchy links that bounded them.

 

On motion of David Christopherson, it was agreed, — That the Eleventh Report of the Subcommittee on Agenda and Procedure of the Standing Committee on Public Accounts be adopted, which reads as follows:

Your Subcommittee met on Monday, April 23, 2007, to consider the business of the Committee and agreed to make the following recommendations:

That the Committee do meet every Monday on Chapter 9 of the Auditor General's Report, Pension and Insurance Administration - Royal Canadian Mounted Police, and that on Wednesdays, the Committee do meet on its other scheduled subjects for three hours, while allowing some flexibility to accommodate one meeting per week on Chapter 9, Pension and Insurance Administration - Royal Canadian Mounted Police if, for some reasons, Mondays are not feasible.

That the Committee Members submit to the Committee for follow-up with the Comptroller General of Canada, any matter which relates to mismanagement of Public Funds, and which they think should be further investigated.

That, on an exceptional basis, regarding the KPMG Report tabled by Mr. Poilievre on April 16, 2007 that the following parts of the document be translated pending a complete translation:

o Introduction

o Summary

o Recommendations

o Conclusion

That the following witnesses be invited to appear before the Committee on the Study of Chapter 9, Pension and Insurance Administration - Royal Canadian Mounted Police of the november 2006 Report of the Auditor General of Canada:

On motion of Borys Wrzesnewskyj, it was agreed, — That notwithstanding the motion agreed to on April 18, 2007, that retired RCMP Sergeant Keith Estabrooks do appear before the Public Accounts Committee at the next scheduled meeting at which Mr. Gauvin is to appear.

 

At 5:40 p.m., the Committee adjourned to the call of the Chair.
