The Standing Committee on Access to Information, Privacy and Ethics met in camera at 9:01 a.m. this day, in Room 269, West Block, the Chair, Tom Wappel, presiding.

 

Members of the Committee present: Sukh Dhaliwal, Carole Lavallée, Glen Douglas Pearson, Hon. Jim Peterson, Scott Reid, Bruce Stanton, David Tilson, Dave Van Kesteren, Robert Vincent and Tom Wappel.

 

Acting Members present: Paul Dewar for Pat Martin.

 

In attendance: Library of Parliament: Nancy Holmes, Analyst.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on May 10, 2007, the Committee resumed its study of Access to Information request for the Department of Foreign Affairs and International Trade internal report entitled "Afghanistan 2006: Good Governance, Democratic Development and Human Rights".
 

It was agreed, — That Gwyn Kutz, Director, Human Rights, Gender Equality, Health and Population Division (GHH), Department of Foreign Affairs and International Development, and any other GHH Official(s) that dealt with Jocelyn Sabourin appear before the Committee on Tuesday, June, 12, 2007 at 9:00.

 

It was agreed, — That Leonard Edwards, Deputy Minister, Department of Foreign Affairs and International Development appear before the Committee on Thursday, June 14, 2007 at 9:00 a.m.; and that if the Deputy Minister is not available on that date he can appear on Tuesday, June 12 along with the other witnesses, and if that is the case Gary Switzer and Jennifer Nixon appear in camera on June 14.

 

At 10:14 a.m., the sitting was suspended.

At 10:16 a.m., the sitting resumed.

 

At 10:17 a.m., the sitting was suspended.

At 10:17 a.m., the Committee resumed sitting in public.

 
The Committee proceeded to the consideration of matters related to the Fifth Report of the Subcommittee on Agenda and Procedure.
 

The Chair presented the Fifth Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Monday, May 14, 2007, to consider future business of the Committee. It was the consensus of Members present, but not unanimous:

— That, the most senior officials from the Department of Justice be invited to appear before the Committee with respect to the Access to Information Act and related matters.

 

Bruce Stanton moved, — That the report be amended by adding after the words “but not unanimous:” the following: “That the Minister of Justice appear within 21 calendar days after the resumption of the sittings of the House of Commons, failing which”.

 

After debate, the question was put on the amendment of Bruce Stanton and it was agreed to.

 

It was agreed, — That the Fifth report, as amended, be adopted.

 

At 10:46 a.m., the Committee adjourned to the call of the Chair.
