The Standing Committee on International Trade met in a televised session at 11:44 a.m. this day, in Room 237-C, Centre Block, the Chair, Leon Benoit, presiding.

 

Members of the Committee present: Leon Benoit, Ron Cannan, Helena Guergis, Peter Julian, Hon. Dominic LeBlanc, Pierre Lemieux, John Maloney and Pierre A. Paquette.

 

Acting Members present: Ken Boshcoff for Hon. Mark Eyking, Christian Paradis for Ted Menzies, Marcel Proulx for Lui Temelkovski and Robert Vincent for Guy André.

 

In attendance: Library of Parliament: Michael Holden, Analyst; Elizabeth Kuruvila, Analyst. Standing Committee on International Trade: Alexandre Roger, Co-Clerk of the Committee.

 

Witnesses: As an individual: Elliot J. Feldman, Trade Lawyer, Baker & Hostetler. Federation of Paper and Forest Workers: Sylvain Parent, President, CSN. United Steelworkers: Normand Rivard, Council Chair.

 
Pursuant to Standing Order 108(2), the Committee resumed its study of Softwood Lumber - Agreement of July 1st, 2006.
 

Elliot J. Feldman, Sylvain Parent and Normand Rivard made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Peter Julian moved, — Given the continued concerns expressed by many witnesses appearing before the Standing Committee on International Trade on the Softwood Lumber Agreement, and the importance of the matter to the Province of British Columbia which accounts for over half of all Canadian Softwood exports, and in order that this committee obtain all the information required to make its recommendation to the House, that this Committee conduct hearings in Vancouver upon the return of Parliament.

Debate arose thereon.

 

Ken Boshcoff moved, — To add after the word ''Vancouver'', the words, ''Thunder Bay, Ontario''.

Pierre A. Paquette moved, — To add after the word ''Vancouver'', the words, ''Saguenay Region, Quebec''.

Debate arose thereon.

 

After debate, the question was put on the amendments and they were agreed to, by a show of hands: YEAS: 7; NAYS: 4.

The motion, as amended, read as follows:

Given the continued concerns expressed by many witnesses appearing before the Standing Committee on International Trade on the Softwood Lumber Agreement, and the importance of the matter to the Province of British Columbia which accounts for over half of all Canadian Softwood exports, and in order that this committee obtain all the information required to make its recommendation to the House, that this Committee conduct hearings in Vancouver, Thunder Bay, Ontario and Saguenay Region, Quebec upon the return of Parliament.

 

Peter Julian moved, — That the Standing Committee on International Trade recommends that the Government of Canada immediately introduce loan guarantees long called for by the Canadian softwood lumber industry.

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

 

At 1:00 p.m., the Committee adjourned to the call of the Chair.
