The Standing Committee on Human Resources, Skills Development, Social Development and the Status of Persons with Disabilities met at 11:10 a.m. this day, in Room 705 La Promenade Building, the Chair, Raymonde Folco, presiding.

 

Members of the Committee present: Peter Adams, Eleni Bakopanos, Jean-Claude D'Amours, Barry Devolin, Raymonde Folco, Paul Forseth, Yves Lessard and Yasmin Ratansi.

 

Acting Members present: Paul Crête for Christiane Gagnon, Yvon Godin for Tony Martin and Tom Lukiwski for Ed Komarnicki.

 

In attendance: Library of Parliament: Kevin Kerr, Analyst; Chantal Collin, Analyst.

 

Witnesses: Department of Human Resources and Skills Development: Barbara Glover, Director General, Corporate Planning and Accountability. Privy Council Office: Michèle René de Cotret, Senior Privy Council Officer/Counsel.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Paul Forseth, it was agreed, — That the draft letter regarding the prior review of appointments be sent to the Honorable Don Boudria adding the position of Ethics Commissionner.

 

Paul Forseth moved, — That the amended version of the press release regarding the tabling of the Employment Insurance Funds report be adopted.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 0.

 

Eleni Bakopanos moved, — That all amendments must be submitted to the Clerk in both official languages 48 hours before the start of the study of a Bill unless there is unanimous consent to the contrary.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 8; NAYS: 2.

 
Pursuant to the Order of Reference of Tuesday, November 23, 2004, the Committee resumed consideration of Bill C-23, An Act to establish the Department of Human Resources and Skills Development and to amend and repeal certain related Acts.
 

Clauses 2, 20 and 23 to 85 inclusive carried on division severally.

 

The Short Title carried on division.

 

The Title carried on division.

 

The Bill carried.

 

ORDERED, — That the Chair report the Bill to the House.

 

At 12:00 p.m., the Committee adjourned to the call of the Chair.
