Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Anderson (Minister of the Environment) , seconded by Mr. Knutson (Minister of State (New and Emerging Markets)) , Bill C-34, An Act to amend the Migratory Birds Convention Act, 1994 and the Canadian Environmental Protection Act, 1999, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mr. Price (Compton—Stanstead) presented the report of the Canadian NATO Parliamentary Association respecting its participation at the Joint Meeting of the Defence and Security, Economics and Security, and Political Committees of the NATO Parliamentary Assembly, held in Brussels from February 15 to 17, 2004, and its participation at the annual Economics and Security Committee consultation with the OECD, held in Paris on February 18 and 19, 2004. — Sessional Paper No. 8565-373-50-06.

Presenting Reports from Committees

Mr. Steckle (Huron—Bruce) , from the Standing Committee on Agriculture and Agri-Food, presented the Third Report of the Committee (witnesses found in contempt and ordered to produce documents). — Sessional Paper No. 8510-373-45.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 2, 4, 7, 9 to 11, 13, 15 and 19) was tabled.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Wasylycia-Leis (Winnipeg North Centre) , seconded by Mr. Proctor (Palliser) , Bill C-525, An Act to amend the Excise Tax Act (literacy materials), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Pacetti (Saint-Léonard—Saint-Michel) , seconded by Mr. Tonks (York South—Weston) , Bill C-526, An Act to amend the Broadcasting Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

By unanimous consent, it was resolved, — That the Third Report of the Standing Committee on Agriculture and Agri-Food, presented earlier today, be concurred in.

Accordingly, the following recommendation of the Committee was agreed to:

That the House of Commons find Cargill Foods, Lakeside Packers and Levinoff Meats Limited in contempt and order them to provide before Monday 10 May, 2004 at noon (EDT), to the Clerk of the Standing Committee on Agriculture and Agri-Food who will maintain the following documents in accordance to the April 21, 2004 motion (a) a copy of the financial statements detailing the added marginal costs attributable to the new BSE safety regulations along with their profit margins on a monthly basis for calendar year 2003; and (b) documents explaining why the prices they paid for fed steers, heifers, cows and bulls declined by approximately 50% in the three weeks following the announcement of the federal-provincial BSE Recovery Program on 18 June 2003.

Business of Supply

The Order was read for the consideration of the Business of Supply.

Mr. Crête (Kamouraska—Rivière-du-Loup—Témiscouata—Les Basques) , seconded by Mrs. Tremblay (Rimouski—Neigette-et-la Mitis) , moved, — That, in the opinion of this House, the government should propose, before the dissolution of the House, an employment insurance reform along the lines of the 17 recommendations contained in the unanimous report of the Standing Committee on Human Resources Development and the Status of Persons with Disabilities entitled “Beyond Bill C-2: A Review of Other Proposals to Reform Employment Insurance”.

Debate arose thereon.

Royal Assent

A message was received informing the Commons that on May 6, 2004, at 10:00 a.m., Her Excellency the Governor General signified royal assent by written declaration to the following Bills:
