And of the motion of Mr. Mills (Toronto—Danforth) , seconded by Mr. McKay (Parliamentary Secretary to the Minister of Finance) , — That this question be now put.

The Order was read for the third reading of Bill C-23, An Act to provide for real property taxation powers of first nations, to create a First Nations Tax Commission, First Nations Financial Management Board, First Nations Finance Authority and First Nations Statistical Institute and to make consequential amendments to other Acts.

Mr. Loubier (Saint-Hyacinthe—Bagot) , seconded by Mr. Cardin (Sherbrooke) , moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:
“Bill C-23, an act to provide for real property taxation powers of first nations, to create a First Nations Tax Commission, First Nations Financial Management Board, First Nations Finance Authority and First Nations Statistical Institute and to make consequential amendments to other Acts, be not now read a third time because it fails to meet the needs of most First Nations.”.
Debate arose thereon.
