The Standing Committee on Justice, Human Rights, Public Safety and Emergency Preparedness met at 11:10 a.m. this day, in Room 362 East Block, the Chair, Derek Lee, presiding.

 

Members of the Committee present: Hon. Sue Barnes, Chuck Cadman, Marlene Catterall, Hon. Yvon Charbonneau, Hon. Paul DeVillers, Robert Lanctôt, Derek Lee, Hon. Lawrence MacAulay, Peter MacKay, John Maloney, Richard Marceau, Hon. Lorne Nystrom, Kevin Sorenson, Vic Toews and Paddy Torsney.

 

Acting Members present: Stéphane Dion for Jerry Pickard.

 

In attendance: Library of Parliament: Philip Rosen, Principal Analyst; Robin MacKay, Analyst.

 

Witnesses: As Individuals: Jacob S. Ziegel, Professor of Law Emeritus, Faculty of Law, University of Toronto; Christopher Manfredi, Full Professor, Department of Political Science, McGill University; Peter Russell, Professor, Political Science, University of Toronto; Lorraine Weinrib, Professor, Faculty of Law, University of Toronto.

 

It was agreed, — That consideration of the Sub-Committee Report on Agenda and Procedure be postponed until the end of the meeting.

 
Pursuant to Standing Order 108(2), the Committee commenced its study of the process by which judges are appointed to the Supreme Court of Canada.
 

At 11:12 a.m., the sitting was suspended.

At 11:16 a.m., the sitting resumed.

 

The witnesses made statements and answered questions.

 

At 1:10 p.m., Paddy Torsney took the Chair.

 

At 1:16 p.m., Derek Lee took the Chair.

 

At 1:35 p.m., the Committee adjourned to the call of the Chair.
