Meeting No. 25

Tuesday, March 25, 2003

The Standing Committee on Government Operations and Estimates met in a televised session at 3:45 p.m. this day, in Room 253-D, Centre Block, the Vice-Chair, Tony Valeri, presiding.

Members of the Committee present: Carolyn Bennett, Roy Cullen, Ken Epp, Paul Forseth, Robert Lanctôt, Paul Szabo, Tony Tirabassi and Tony Valeri.

Acting Member present: Dick Proctor for Pat Martin.

In attendance: From the Library of Parliament:  Jack Stilborn, Analyst

Witnesses: From the Public Service Alliance of Canada: Nycole Turmel, National President; Kate Rogers, Coordinator, Collective Bargaining Branch; Jacquie de Aguayo, Legal Officer, Collective Bargaining Branch. From the Canadian Labour Congress: Hassan Yussuff, Secretary-Treasurer. From the Quebec Federation of Labour: René Roy, Secretary General; Émile Vallée, Political Advisor.

Pursuant to its Order of Reference of Thursday, February 20, 2003, the Committee resumed consideration of Bill C-25, An Act to modernize employment and labour relations in the public service and to amend the Financial Administration Act and the Canadian Centre for Management Development Act and to make consequential amendments to other Acts (See Minutes of Proceedings, Thursday, February 27, 2003, Meeting No. 12).

Pursuant to Standing Order 75(1) consideration of Clause 1 was postponed.

The Vice-Chair called Clause 2.

Nycole Turmel, Hassan Yussuff, René Roy each made an opening statement, and with Émile Vallée, Kate Rogers and Jacquie de Aguayo, answered questions.

At 4:19 p.m., Paul Forseth took the chair

At 5:30 p.m., the Committee adjourned to the call of the Chair.
