PRIVATE MEMBERS' BUSINESS

At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Health of Bill C-287, An Act to amend the Food and Drugs Act (genetically modified food).

Mr. Caccia (Davenport), seconded by Mr. Dromisky (Thunder Bay -- Atikokan), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Health.

Debate arose thereon.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.

MOTIONS

By unanimous consent, it was ordered, -- That Bill S-4, A First Act to harmonize federal law with the civil law of the Province of Quebec and to amend certain Acts in order to ensure that each language version takes into account the common law and the civil law, be referred to a Committee of the Whole after second reading, and that the Bill be considered at all stages during this day's sitting.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to a Committee of the Whole of Bill S-4, A First Act to harmonize federal law with the civil law of the Province of Quebec and to amend certain Acts in order to ensure that each language version takes into account the common law and the civil law.

Ms. McLellan (Minister of Justice), seconded by Ms. Robillard (President of the Treasury Board), moved, -- That the Bill be now read a second time and referred to a Committee of the Whole.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the second time and referred to a Committee of the Whole.

The Committee considered the Bill and reported it without amendment.

Pursuant to Standing Order 76.1(12), Ms. McLellan (Minister of Justice), seconded by Ms. Robillard (President of the Treasury Board), moved, -- That the Bill be concurred in at report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was concurred in at report stage.

Pursuant to Standing Order 76.1(11), Ms. McLellan (Minister of Justice), seconded by Ms. Robillard (President of the Treasury Board), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the third time and passed.


The House resumed consideration of the motion of Ms. McLellan (Minister of Justice), seconded by Mr. Nault (Minister of Indian Affairs and Northern Development), -- That Bill C-15, An Act to amend the Criminal Code and to amend other Acts, be now read a second time and referred to the Standing Committee on Justice and Human Rights.
