GOVERNMENT ORDERS

The House resumed consideration at report stage of Bill C-4, An Act to establish a foundation to fund sustainable development technology, as reported by the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources with amendments;

And of the motions in Group No. 1 (Motions Nos. 1, 6 and 10).

Group No. 1

Motion No. 1 of Mr. Cardin (Sherbrooke), seconded by Mr. Roy (Matapédia -- Matane), -- That Bill C-4, in Clause 2, be amended by replacing lines 26 to 29 on page 1 and lines 1 and 2 on page 2 with the following:

    ``(b) meets any criteria of eligibility established under section 18.1; and''

Motion No. 6 of Mr. Cardin (Sherbrooke), seconded by Mr. Roy (Matapédia -- Matane), -- That Bill C-4 be amended by adding after line 15 on page 11 the following new clause:

      ``18.1 The Foundation, the Governor in Council and a provincial minister responsible for the environment may, by unanimous consent, establish criteria of eligibility to be met by the eligible recipients who carry on or will carry on eligible projects primarily in the province of that minister.''

Motion No. 10 of Mr. Borotsik (Brandon -- Souris), seconded by Mr. MacKay (Pictou -- Antigonish -- Guysborough), -- That Bill C-4, in Clause 30, be amended by replacing lines 41 and 42 on page 16 with the following:

    ``(c) a detailed statement of eligible projects for which funding was provided and of the extent to which those projects may lead to measurable gains in respect to air quality and sustainable development;''

The debate continued on the motions in Group No. 1.

The question was put on Motion No. 1 and, pursuant to Standing Order 76.1(8), the recorded division, which also applies to Motion No. 6, was deferred.

The question was put on Motion No. 10 and, pursuant to Standing Order 76.1(8), the recorded division was deferred.

Group No. 2

Mr. Keddy (South Shore), seconded by Mr. Bachand (Richmond -- Arthabaska), moved Motion No. 3, -- That Bill C- 4, in Clause 10, be amended by replacing line 22 on page 6 with the following:

    ``viour for terms that do not exceed five years and that are staggered so that not more than four terms will expire in any year.''

Mr. Keddy (South Shore), seconded by Mr. Bachand (Richmond -- Arthabaska), moved Motion No. 4, -- That Bill C-4, in Clause 10, be amended by replacing lines 34 and 35 on page 6 with the following:

    ``for one term not exceeding five years.''

Debate arose on the motions in Group No. 2.

The question was put on Motion Nos. 3 and 4 and, pursuant to Standing Order 76.1(8), the recorded divisions were deferred.

Group No. 3

Mr. Goodale (Minister of Natural Resources), seconded by Mr. Coderre (Secretary of State (Amateur Sport)), moved Motion No. 8, -- That Bill C-4, in Clause 26, be amended by replacing, in the English version, lines 10 and 11 on page 15 with the following:

      ``(3) If an auditor is not appointed at the annual general meeting in any fiscal year, the''

Mr. Chatters (Athabasca), seconded by Mr. Grewal (Surrey Central), moved Motion No. 9, -- That Bill C-4 be amended by adding after line 7 on page 16 the following new clause:

      ``28.1 (1) The accounts and financial transactions of the Foundation shall be audited by the Auditor General of Canada at such time as the Auditor General considers appropriate, and a report of the audit shall be laid before Parliament.
      (2) The Auditor General of Canada has, in connection with any audit made under subsection (1), all the powers that the Auditor General has under the Auditor General Act in connection with the examination of the accounts of Canada.''

Debate arose on the motions in Group No. 3.

The question was put on Motion No. 8 and it was agreed to.

The question was put on Motion No. 9 and, pursuant to Standing Order 76.1(8), the recorded division was deferred.
