The Order was read for the second reading and reference to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources of Bill C-3, An Act to amend the Eldorado Nuclear Limited Reorganization and Divestiture Act and the Petro-Canada Public Participation Act.

Mr. Peterson (Secretary of State (International Financial Institutions)) for Mr. Goodale (Minister of Natural Resources), seconded by Mr. Gagliano (Minister of Public Works and Government Services), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources.

Debate arose thereon.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Herron (Fundy -- Royal), seconded by Mr. MacKay (Pictou -- Antigonish -- Guysborough), Bill C-269, An Act to amend the Criminal Code and the Firearms Act (exemption of long guns from registration), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

By unanimous consent, it was resolved, -- That the Third Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Goodale (Minister of Natural Resources), seconded by Mr. Gagliano (Minister of Public Works and Government Services), -- That Bill C-3, An Act to amend the Eldorado Nuclear Limited Reorganization and Divestiture Act and the Petro- Canada Public Participation Act, be now read a second time and referred to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources.

The debate continued.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources.
