MINUTES OF PROCEEDINGS

Meeting No. 12

Tuesday, October 23, 2001

The Sub-Committee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 3:36 p.m. this day, in Room 209, West Block, the Chair, Beth Phinney, presiding.

Members of the Sub-Committee present: Colleen Beaumier, Antoine Dubé, Marlene Jennings, Beth Phinney.

Acting Members present: Rob Anders for Deepak Obhrai; John McCallum for Sarkis Assadourian.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee, Research Officer.

Witnesses: From the Canadian Ecumenical Justice Initiatives: Kathy Price, Jorge Rojas, Representative, Paz Colombia; Ricardo Esquivia Balletas, Director of the Commission of Human Rights and Peace Counsel of Protestant Churches of Colombia; Nelly Albaran, Representative of the Asemblea Permanente de la Sociedad Civil por la paz (Permanent Assembly of Civil Society for Peace).

Pursuant to Standing Order 108(2), the Committee continued its study of human rights, development and other matters in Colombia.

Kathy Price made an opening statement.

Jorge Rojas, Ricardo Esquivia Balletas and Nelly Albaran each made an opening statement and answered questions.

On motion of Marlene Jennings it was agreed, --That the Sub-Committee on Human Rights and International Development seek the approval of funds from the Standing Committee on Foreign Affairs and International Trade to hold a working breakfast on Wednesday, October 31, 2001 at 7:30 a.m. to meet with Jan Egeland, Special Advisor to the Secretary General of the United Nations on International Assistance to Colombia, with the cost of the breakfast not to exceed $250.00.

At 5:13 p.m., the Committee adjourned to the call of the Chair.
