Thursday, November 8, 2001
The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 11:30 a.m. this day, in Room 308, West Block, the Chair, Raymond Bonin, presiding.
Members of the Committee present: Larry Bagnell, Gérard Binet, Raymond Bonin, Serge Cardin, John Finlay, John Godfrey, Nancy Karetak-Lindell, Gerald Keddy, Benoît Serré.
Acting Members present: Joe McGuire for Jean-Guy Carignan; Dan McTeague for Guy St-Julien; Yvon Charbonneau for Guy St-Julien; Julien Reid for Guy St-Julien; Garry Breitkreuz for David Chatters; Jocelyne Girard-Bujold for Richard Marceau; Joe Comartin for Pat Martin.

Pursuant to its Order of Reference of Tuesday, October 2, 2001, the
Committee resumed consideration of Bill C-27, An Act respecting the long-term
management of nuclear fuel waste (See Minutes of Proceedings, Thursday,
November 1st, 2001, Meeting No. 27).
Irene Kock, Brennain Lloyd and George Ylonen made statements and answered questions.
It was agreed, - That the Committee extend the time allocated to Larry Kraemer by ten (10) minutes in order to accommodate additional questions.

At 1:25 p.m., the Committee proceeded to Clause-by-Clause consideration of the Bill.
It was agreed, - That the Committee adjourn at 1:55 p.m. until 3:30 p.m.
Serge Cardin moved – That the Committee adjourn immediately until 3:30 p.m.
After debate, the question being put on the motion, it was, by a show of hands, negatived: YEAS: 4; NAYS: 7.
Gerald Keddy moved, - That the Committee postpone Clause-by-Clause consideration of the Bill until November 20, 2001.
After debate, the question being put on the motion, it was, by a show of hands, negatived: YEAS: 4; NAYS: 7.
Pursuant to Standing Order 75(1), consideration of Clause 1 was postponed.
It was agreed, - That Clause 2 be allowed to stand.
It was agreed, - That Clause 3 be allowed to stand.
Clause 4 carried on division.
Clause 5 carried.
It was agreed, - That Clauses 6 to 32 be allowed to stand.
By unanimous consent, the Committee reverted to consideration of Clause 2.
On Clause 2,
Serge Cardin moved, - That Bill C-27, in Clause 2, be amended by replacing lines 12 and 13 on page 1 with the following:
""management", in relation to Canadian nuclear fuel waste from existing Canadian nuclear power stations, means long-term management by"
After debate, the question being put on the amendment, it was negatived on the following division:
