Whereupon, Mr. McClelland (Edmonton Southwest), Deputy Chairman of Committees of the Whole, took the Chair, pursuant to Standing Order 8.

GOVERNMENT ORDERS

The House resumed consideration at report stage of Bill C-19, An Act to amend the Canada Labour Code (Part I) and the Corporations and Labour Unions Returns Act and to make consequential amendments to other Acts, as reported by the Standing Committee on Human Resources Development and the Status of Persons with Disabilities with an amendment;

And of the motions in Group No. 2 (Motions Nos. 6 to 8 and 30).

Group No. 2

Motion No. 6 of Mr. Rocheleau (Trois-Rivières), seconded Mr. Bellehumeur (Berthier -- Montcalm), -- That Bill C-19 be amended by deleting Clause 6.

Motion No. 7 of Mr. Johnston (Wetaskiwin), seconded by Mrs. Ablonczy (Calgary -- Nose Hill), -- That Bill C-19, in Clause 13, be amended by replacing lines 22 to 24 on page 14 with the following:

      ``13. Subsections 29(1) and (2) of the Act are replaced by the following:
        29.(1) The Board shall, for the purpose of satisfying itself as to whether employees in a unit wish to have a particular trade union represent them as their bargaining agent, order that a representation vote be taken among the employees in the unit where it is satisfied that at least thirty-five per cent of the employees in the unit are members of the trade unit applying for certification.
      (2) Any person who was not an employee''

Motion No. 8 of Mr. Rocheleau (Trois-Rivières), seconded by Mr. Bellehumeur (Berthier -- Montcalm), -- That Bill C-19, in Clause 16, be amended by replacing lines 3 to 9 on page 16 with the following:

      ``(4.1) On application by one or more employers of employees in the bargaining unit, the Board may revoke the appointment of the employer representative and appoint a new representative.''

Motion No. 30 of Mr. Johnston (Wetaskiwin), seconded by Mrs. Ablonczy (Calgary -- Nose Hill), -- That Bill C-19 be amended by deleting Clause 46.

Mr. Johnston (Wetaskiwin), seconded by M. Gilmour (Nanaimo -- Alberni), moved Motion No. 9, -- That Bill C-19, in Clause 24, be amended by replacing lines 32 to 45 on page 19 and lines 1 to 4 on page 20 with the following:

      ``47.3 (1) In this section, ``previous contractor'' means an employer who, under the terms of a contract or other arrangement that is no longer in force, provided pre- board security screening services to another employer, or to a person acting on behalf of that other employer, in an industry referred to in paragraph (e) of the definition ``federal work, undertaking or business'' in section 2.''

Mr. Johnston (Wetaskiwin), seconded by Mr. Gilmour (Nanaimo -- Alberni), moved Motion No. 28, -- That Bill C-19, in Clause 45, be amended

    (a) by replacing line 25 on page 35 with the following:
      "tion 24(4) or 34(6), section 37, 50 or 69,"
    (b) by replacing line 32 on page 35 with the following:
      "subsection 24(4), paragraph"

Debate arose on the motions in Group No. 3 (Motions Nos. 9 and 28).

PRIVATE MEMBERS' BUSINESS

At 1:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Borotsik (Brandon -- Souris), seconded by M. Dubé (Madawaska -- Restigouche), moved, -- That, in the opinion of this House, the government should apply a portion of tax dollars raised on fuel sales to the maintenance of the rural road system in Canada. (Private Members' Business M-323)

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
