Wednesday, May 5, 1999

The Standing Committee on Human Resources Development and the Status of Persons with Disabilities met at 3:35 p.m. this day, in Room 705, La Promenade Building, the Chair, Albina Guarnieri, presiding.

Member(s) of the Committee present: Diane Ablonczy, Bernard Bigras, Bonnie Brown, Brenda Chamberlain, Hec Clouthier, Denis Coderre, Paul Crête, Libby Davies, Jean Dubé, Christiane Gagnon, John Godfrey, Albina Guarnieri, Dale Johnston, Larry McCormick, John O'Reilly, The Hon. Andy Scott and Bryon Wilfert.

In attendance: From the Library of Parliament: Sandra Harder, William Young and Kevin Kerr, Research Officers.

Appearing: From the Department of Human Resources Canada: The Hon. Pierre Pettigrew, Minister of Human Resources Development; The Hon. Ethel Blondin-Andrew, Secretary of State (Children and Youth).

Witness(es): From the Department of Human Resources Canada: Claire M. Morris, Deputy Minister; Victor Rabinovitch, Assistant Deputy Minister, Income Security Programs, Catherine Drummond, Director General, Program, Policy & Planning, Income Security Program Branch, Guy Tremblay, Director General, Financial Services, Financial and Administrative Services.

The Committee proceeded to the consideration of its Order of Reference from the House of Commons dated March 5, 1999 in relation to the Main Estimates for the Fiscal year ending March 31, 2000 and, pursuant to Standing Order 81(7), its consideration of the Report on Plans and Priorities.

The Chairman called Votes 1, 5, 10 and 20 under HUMAN RESOURCES DEVELOPMENT.

The Hon. Pierre Pettigrew and the Hon. Ethel Blondin-Andrew made statements and, with the witnesses, answered questions.

At 5:32 p.m., the Committee adjourned to the call of the Chair.
