MINUTES OF PROCEEDINGS

(Meeting No. 62)

WEDNESDAY, JUNE 10, 1998

The Standing Committee on Environment and Sustainable Development met at 3:40 o’clock p.m., this day, in Room 371 , West Block, the Chair, Charles Caccia, presiding.

Members of the Committee present: Bernard Bigras, Charles Caccia, Rick Casson, Yvon Charbonneau, Roger Gallaway, Bill Gilmour, John Herron, Joe Jordan, Gar Knutson, Karen Kraft Sloan, Rick Laliberté, David Pratt.

Other Members present: Clifford Lincoln

In attendance: From the Research Branch of the Library of Parliament: Monique Hébert, Christine Labelle, Research Officers.

Witnesses: From the Canadian Petroleum Products Institute: Alain Perez, President; Jack Belletrutti, Vice-President; Judith Smale, Legal Counsel, Imperial Oil Ltd. From the Mining Association of Canada: Leonard Surges, Chair, Aquatic Effects Sub-committee; Wayne Fraser, Chair, Environment Committee; Justyna Laurie-Lean, Vice-President, Health and Environment.

The Committee resumed consideration of Bill C-32, An Act respecting pollution prevention and the protection of the environment and human health in order to contribute to sustainable development. (See Minutes of Proceedings, dated Wednesday, May 14, 1998, Meeting No. 53)

The Chair called Clause 1.

Alain Perez, Jack Belletrutti, Judith Smale, Leonard Surges made opening statements and, with Wayne Fraser, Justyna Laurie-Lean, answered questions.

The Committee discussed its future business.

Bill Gilmour moved, -- That, pursuant to article 108(1)a of the Standing Orders, this committee send for the President of Atomic Energy of Canada Limited and the President of the Export Development Corporation in order to review the environmental screening process undertaken prior to the sale of a Candu reactor to China in 1996, when the committee returns this fall.

After debate, the question being put on the motion it was agreed to.

It was agreed, -- That, in relation to the Committee's Order of Reference on Bill C-32, officials of Treasury Board and, if appropriate, other officials be called to appear before the Committee to permit the Committee to assess the impact of Regulatory Policy, on implementing such legislation as Bill C-32.

On motion of David Pratt, it was agreed, -- That, a notice of 24 hour be required before any substantive motion may be presented to the Committee.

At 5:41 o’clock p.m., the Committee adjourned to the call of the Chair.
