Meeting No. 67

Wednesday, June 2, 1999

The Standing Committee on Citizenship and Immigration met at 3:41 p.m. this day, in Room 362, East Block, the Vice-Chair, Leon Benoit, presiding.

Members of the Committee present: Jean Augustine, Leon Benoit, Sophia Leung, Pat Martin, John McKay, Grant McNally, Réal Ménard and Rey Pagtakhan.

Acting Members present: Art Hanger for Jack Ramsay; René Canuel for Jocelyne Girard-Bujold; Gerald Keddy for Charlie Powerl

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Margaret Young, Research Officer.

Witnesses: From the Immigration and Refugee Board: Nurjehan Mawani, Chairperson; Nicole Senécal, Executive Director; Philip Palmer, Senior General Counsel, Director, Legal Services.

The Committee proceeded to consider the subject matter of the Report of Plans and Priorities 1999-2000 relating to the Immigration and Refugee Board.

Nurjehan Mawani made a statement.

Grant McNally moved, - That pursuant to Standing Order 108(2), the Committee report to the House that it has considered the question of the right of landing fee and the fee for an application for permanent residence in relation to refugees, and recommends that the Government should immediately eliminate these fees for refugees as currently applied under the regulations of the Immigration Act.

And debate arising thereon.

The Chair, Rey Pagtakhan took the Chair.

And debate continuing.

Pat Martin moved, - That the question be put.

The Chair ruled the motion out or order in accordance with Citation 525, Beauchesne's Parliamentary Rules & Forms, 6th Edition, page 161. "A motion for the previous question is not admitted in a Committee of the Whole or in any committee of the House. Bourinot p. 328".

At 4:29 p.m., the sitting was suspended.

At 4:33 p.m., the sitting resumed.

The Committee resumed consideration of the subject matter of the Report on Plans and Priorities 1999-2000 relating to the Immigration and Refugee Board.

Nurjehan Mawani and Philip Palmer answered questions.

At 5:14 p.m., the Committee adjourned to the call of the Chair.
