Mr. White (Fraser Valley West), seconded by Mr. Benoit (Vegreville), moved, -- That the House urge the government to direct the Standing Committee on Justice and Legal Affairs to proceed with the drafting of a Victims' Bill of Rights, and that, in such areas where the Committee determines a right to be more properly a provincial concern, the Minister of Justice initiate consultations with the provinces aimed at arriving at a national standard for a Victims' Bill of Rights.

INTRODUCTION OF GOVERNMENT BILLS

And of the amendment of Mr. Silye (Calgary Centre), seconded by Mr. Thompson (Wild Rose), -- That the motion be amended by deleting all the words after the word "That" and substituting the following:

    "this House declines to give second reading to Bill C-31, An Act to implement certain provisions of the budget tabled in Parliament on March 6, 1996, since the principle of the Bill does not seek to abolish the Goods and Services Tax."
