The Standing Committee on Foreign Affairs and International Trade met at 3:37 p.m. this day, in Room 371 West Block, the Chair, Bernard Patry, presiding.

 

Members of the Committee present: Stéphane Bergeron, Stockwell Day, Art Eggleton, Brian Fitzpatrick, Francine Lalonde, Paul Harold Macklin, Diane Marleau, Dan McTeague, Deepak Obhrai, Bernard Patry, Karen Redman, Raymond Simard and Bryon Wilfert.

 

In attendance: Library of Parliament: James Lee, Analyst; Benjamin Dolan, Analyst.

 

Witnesses: Amnesty International (Canada): Alex Neve, Secretary General, English Speaking Branch. University of Ottawa: Pacifique Manirakiza, Professor of Law.

 
Pursuant to Standing Order 36(8)(b), the Committee commenced consideration of the failure of the Ministry to respond to petition No. 373-0348 concerning the United State's policy towards Cuba referred to the Committee on April 19, 2004.
 

It was agreed, — That, in view of the fact that the Government response was tabled on April 21, 2004 no futher action by the Committee is required.

 
Pursuant to Standing Order 36(8)(b), the Committee commenced consideration of the failure of the Ministry to respond to petitions Nos. 373-0369 to 373-0371 concerning AIDS referred to the Committee on April 23, 2004.
 

It was agreed, — That the Committee wait until the end of the week of May 3, 2004 to see if a response has been tabled at that time and if not the Committee may reconsider the matter.

 
Pursuant to Standing Order 36(8)(b), the Committee commenced consideration of the failure of the Ministry to respond to petition No. 373-0372 concerning AIDS referred to the Committee on April 23, 2004.
 

It was agreed, — That the Committee wait until the end of the week of May 3, 2004 to see if a response has been tabled at that time and if not the Committee may reconsider the matter.

 
Pursuant to Standing Order 36(8)(b), the Committee commenced consideration of the failure of the Ministry to respond to petitions Nos. 373-0373 to 373-0378 concerning AIDS referred to the Committee on April 23, 2004.
 

It was agreed, — That the Committee wait until the end of the week of May 3, 2004 to see if a response has been tabled at that time and if not the Committee may reconsider the matter.

 

The Committee proceeded to consider its future business.

 

It was agreed, — That the Committee hold a working meal during week of May 10 for senior foreign policy officials from the Ukraine.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on March 30, 2004, the Committee resumed its study of the issue of declaring suicide bombing directed at innocent civilians a crime against humanity.
 

The witnesses made statements and answered questions.

 

At 5:00 p.m., the Committee adjourned to the call of the Chair.
