TUESDAY, SEPTEMBER 19, 1995

The Standing Committee on Fisheries and Oceans met at 9:10 o'clock a.m. this day, in Room 208, West Block.

Members of the Committee present: George Baker, Yvan Bernier, René Canuel, Herb Dhaliwal, Ron MacDonald, Joe McGuire, Jean Payne, Mike Scott, Randy White, Derek Wells.

Other Members present: Elsie Wayne, Marlene Catterall.

In attendance: From the Research Branch of the Library of Parliament: Alan Nixon, Research Officer.

Witnesses: From the Department of Fisheries and Oceans: Michelle Chartrand, Director General, Program Planning & Coordination Directorate; Gerry Swanson, Director General, Habitat Management and Environmental Science Directorate; Michaela Huard; Director, Oceans Programs Branch; Jack Gallagher, Navigation Specialist, Marine Navigational Services, Canadian Coast Guard.

The Clerk presided over the election of the Chair.

On motion of Derek Wells, seconded by Jean Payne, it was agreed,--That Ron MacDonald be elected as Chair of the Committee.

Ron MacDonald took the Chair.

René Canuel moved,--That Yvan Bernier be elected as Vice-Chair of the Committee.

Randy White moved,--That Mike Scott be elected as Vice-Chair of the Committee.

After debate, it was, by unanimous consent, agreed,--That the Committee proceed to the election of the Vice-Chairs by proposing and voting on each candidate simultaneously.

Accordingly, Yvan Bernier was elected as Vice-Chair by a show of hands.

On motion of Derek Wells, it was agreed,--That Jean Payne be elected as Vice-Chair of the Committee.

At 9:20 o'clock a.m., the Committee proceeded to an in camera briefing on Bill C-98, an Act respecting the oceans of Canada.

Michelle Chartrand made an opening statement and, with the other witnesses, answered questions.

At 12:01 o'clock p.m., the Committee adjourned to the call of the Chair.


THURSDAY, OCTOBER 5, 1995

The Standing Committee on Fisheries and Oceans met in camera at 9:42 o'clock a.m. this day, in Room 536 of the Wellington Building, the Chairman, Ron MacDonald, presiding.

Members of the Committee present: Herb Dhaliwal, Ron MacDonald, Jean Payne, Harry Verran, Derek Wells.

In attendance: From the Research Branch of the Library of Parliament: Alan Nixon, Research Officer.

The Committee proceeded to its Order of Reference, dated Tuesday, October 3, 1995 relating to Bill C-98, An Act respecting the oceans of Canada.

The Committee proceeded to the consideration of future business.

At 10:05 o'clock a.m., the Committee adjourned to the call of the Chair.


TUESDAY, OCTOBER 17, 1995

The Standing Committee on Fisheries and Oceans met in camera at 9:12 o'clock a.m. this day, in Room 705, La Promenade, the Chairman, Ron MacDonald, presiding.

Members of the Committee present: Herb Dhaliwal, Ron MacDonald, Mike Scott, Harry Verran, Derek Wells, Randy White.

Acting Member present: Bernard St-Laurent for Yvan Bernier.

In attendance: From the Research Branch of the Library of Parliament: Alan Nixon, Research Officer.

The Committee proceeded to the consideration of future business.

It was agreed,--That the Committee sit on Tuesdays, Wednesdays, and Thursdays in relation to its study on Bill C-98.

It was agreed,--That the Committee hear a good cross-section of witnesses from the compiled list and then decide which Ministers to invite.

It was agreed,--That the Minister of Fisheries and Oceans be invited to wrap up the hearings before clause by clause.

It was agreed,--That invitations be extended to the Ministers of British Columbia, Quebec, The Maritimes and The Territories.

It was agreed,--That the Committee seek witnesses from the fishing industry on both coasts.

It was agreed,--That 20 minutes be allowed to each witness and that the Committee use teleconferencing for witnesses on the coasts.

It was agreed,--That the Committee hire a research assistant after the usual consultations amongst the parties.

It was agreed,--That the Chairman seek the authority for an operating budget of $10,000 to commence its hearings.

At 10:25 o'clock a.m., the Committee adjourned to the call of the Chair.


WEDNESDAY, OCTOBER 18, 1995

The Standing Committee on Fisheries and Oceans met at 3:40 o'clock p.m. this day, in Room 701, La Promenade, the Chairman, Ron MacDonald, presiding.

Members of the Committee present: Herb Dhaliwal, Ron MacDonald, Jean Payne, Mike Scott, Harry Verran, Derek Wells.

Associate Member present: Elsie Wayne.

Scott Parsons, Assistant Deputy Minister, Science; Gerry Swanson, Director General, Habitat Management and Environmental Science Directorate; Michelle Chartrand, Director General, Program Planning and Coordination; Mike Turner, Deputy Commissioner, Canadian Coast Guard; Earl Wiseman, Acting Director General, International Affairs. From the Department of Justice: Allan Willis, Senior General Counsel, Constitutional and International Law section. From Foreign Affairs and International Trade: Robert Rochon, Director General and Deputy Legal Advisor, Bureau of Legal Affairs.

Pursuant to an Order of Reference of the House dated October 3, 1995, the Committee resumed consideration of Bill C-98, An Act respecting the oceans of Canada. (See Minutes of Proceedings dated Thursday, October 5, 1995, Issue No. 27).

Scott L. Parsons made an opening statement and with the other witnesses, answered questions.

THURSDAY, OCTOBER 19, 1995

The Standing Committee on Fisheries and Oceans met at 9:12 o'clock a.m. this day, in Room 701, La Promenade, the Chairman, Ron MacDonald, presiding.

Witnesses: From the Department of Fisheries and Oceans: Bill Rowat, Deputy Minister; Jacque Robichaud, Director General, Resource Management; Karl Laubstein, Director General, Industry Renewal Boards; Mike Turner, Deputy Commissioner, Canadian Coast Guard.

In accordance with its mandate under Standing Order 108(2), the Committee resumed its study on the Restructuring of the Fishing Industry. (See Minutes of Proceedings, dated Wednesday, April 20, 1994, Issue No. 10).

Bill Rowat made an opening statement and with the witnesses, answered questions.
