The Standing Committee on Government Operations and Estimates met at 3:42 p.m. this day, in Room 237-C Centre Block, the Chair, Reg Alcock, presiding.

 

Members of the Committee present: Reg Alcock, Leon Benoit, Joe Clark, Roy Cullen, Paul Forseth, Derek Lee, Massimo Pacetti, Gilles-A. Perron, Judy Sgro and Paul Szabo.

 

Acting Members present: Rodger Cuzner for Tony Tirabassi and Paul Harold Macklin for Carolyn Bennett.

 

In attendance: Library of Parliament: Jack Stilborn, Analyst.

 

Appearing: Rodger Cuzner, Parliamentary Secretary to the Prime Minister.

 

Witnesses: Privy Council Office: Ron Wall, Foreign Policy Advisor, Foreign and Defence Policy Secretariat.

 
Pursuant to the Order of Reference of Friday, September 26, 2003, the Committee resumed consideration of Bill C-41, An Act to amend certain Acts.
 
Rodger Cuzner made a statement and, with Ron Wall, answered questions.
 

By unanimous consent, Clauses 2 to 32 inclusive carried.

 

The Short Title carried.

 

The Title carried.

 

The Bill carried.

 

ORDERED, — That the Chair report Bill C-41 to the House as the Seventh Report.

 

At 3:51 p.m., the sitting was suspended.

 

At 3:52 p.m., the Committee proceeded to sit in camera.

 
By unaninous consent, the Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Chair and the Co-Chairs of the Subcommittee on the Matters Related to the Review of the Office of the Privacy Commissioner and the Co-Chairs of the Subcommittee on Whistleblowing hold a press conference on Thursday, October 2, 2003 to announce the creation of the two Subcommittees.

 

It was agreed, — That on Monday, October 20, 2003, the Subcommittee on Whistleblowing make a preliminary presentation to the Standing Committee on Government Operations and Estimates.

 

It was agreed, — That on Wednesday, October 22, 2003, the Subcommittee on the Matters Related to the Review of the Office of the Privacy Commissioner make a preliminary presentation to the Standing Committee on Government Operations and Estimates.

 

It was agreed, — That the Committee begin a study on the Federal Arms Length Organizations and that it invite the Auditor General, Officials from the Treasury Board and the Privy Council Office to appear.

 

It was agreed, — That the Sub-Committee co-chaired by Derek Lee and Paul Forseth be called the Sub-Committee on Matters Related to the Review of the Office of the Privacy Commissioner.

 

It was agreed, — That, notwithstanding the decision of the Committee on the handling of in camera transcripts, the Committee authorize the Clerk to make available the in camera transcripts of meetings held concerning the Office of the Privacy Commissioner to either of the co-chairs and at all meetings of the Subcommittee on Matters Relating the Review of the Office of the Privacy Commissioner and that the usual rules pertaining to the confidentiality of in camera proceedings as well as all other agreements previously made by the Committee with respect to the transcripts be strictly adhered to.

 

At 4:44 p.m., the Committee adjourned to the call of the Chair.
