Adjournment Motion Proposed Under Standing Order 26 / Application Not Accepted

Debate not urgent

Debates pp. 4237-8

Background

Mr. Rapp (Humboldt-Melfort-Tisdale) sought leave to move the adjournment of the House, under the provisions of Standing Order 26, in order to discuss "the extravagant and unjustifiable increases in the prices of agricultural machinery, imposing a monstrous burden on the farmers of this country at a time when they are faced with the spring farm work, necessitating many of them having to get new machinery at once". The Speaker then heard arguments presented by Members on the urgency of the debate.

Issue

Does the application meet the requirements of Standing Order 26?

Decision

No. The application is not accepted.

Reasons given by the Speaker

There is no question whatsoever that this is a definite matter of urgent public importance, but it is necessary to consider the question of urgency of debate. There are other opportunities to bring the matter before the House. Moreover, the problem cited in the application is not of sudden occurrence such as that contemplated by the Standing Order and the precedents of the House.
