Amendments to the Content of Bills

Introduction

The opportunity for the House to consider the details of a specific piece of legislation comes when the bill is debated in Committee of the Whole or after the bill has been examined by a committee and is before the House at the report stage. Report stage permits all Members to suggest and debate amendments to the clauses of the bill. Proposed amendments or subamendments are ruled out of order if they infringe on the financial initiative of the Crown, if they go against the principle of the bill, or if they go beyond the scope of the bill or the specific clause to be amended.
