Background

On May 13, 1985, the House passed a special order for consideration of a Ways and Means motion for the presentation of the Budget at 4:30 p.m. on May 23. On that date, during debate at report stage on Bill C-32 (Act to amend the Fisheries Act), Mr. Skelly (Comox—Powell River) moved "That this House do now adjourn." The Deputy Speaker ruled immediately.

Is a motion to adjourn the House in order when a special order providing for a Budget presentation later in the day is in effect?

Decision

No. The motion is not in order.

Reasons given by the Deputy Speaker

The motion to adjourn is out of order because the special order states, "notwithstanding any other order" and because it is a Budget day.
